SALARY: $65,832 - $79,435 ANNUALLY (DEPENDING ON QUALIFICATIONS)

There is currently one vacancy in the Water Field Operations Division. This position oversees wastewater collection system maintenance activities, and it is responsible for 146 employees and a $13.1M annual operating budget.
The following education and/or experience or its equivalent is the minimum standard which provides the requisite knowledge, skills and abilities for this position:
Bachelor’s Degree from an accredited college or university with major coursework in civil or electrical engineering, electronics, or related fields (e.g. math, utility construction management, public works management or GIS) PLUS six (6) years of increasingly responsible experience in water production, wastewater treatment, instrumentation/electrical, water distribution or wastewater collection operations or maintenance, including at least two (2) years supervisory experience are required.
A High School Diploma PLUS Ten (10) years of experience in a large (at least 30,000) population municipal utility water and/or wastewater distribution and collection system maintenance or construction, including at least two years of supervisory experience, may be substituted for the required minimum qualifications.
Proficiency in Microsoft Word, Excel, Computerized Maintenance Management System, GIS and other computer applications is required. Excellent communication and customer service skills, extensive public contact are required. Participation in an “on duty”, holiday, weekend and beeper rotation schedule (for both water and wastewater system responses), and work hours other than 7:00 am – 4:00 p.m., weekends, holidays and rotating shifts may be required.
Prefer candidates with wastewater collection system maintenance, and regulatory compliance experience.
Possession of a valid Texas driver’s license and an acceptable driving record is required.
TCEQ Type III Wastewater Collection System Operator license is required, and the possession of or ability to acquire a Water Type B Distribution TCEQ license is preferred.
Direct, manage, supervise and coordinate the activities and operations of the Water Field Operations wastewater collection system maintenance section. Provide highly responsible and complex administrative and technical support and information to assigned supervisory staff, the Assistant Director, and other City departments and sections, including ensuring regulatory compliance, evaluating the effectiveness and safety of equipment and procedures; implementing improvements and managing projects; managing budgets and employee performance; recommending appropriate staffing and service levels; and developing goals, objectives, policies, and priorities. Must supervise multiple supervisors; schedule and complete work assignments and projects; prepare budget, performance evaluation, and other technical and functional management reports; generate map exhibits; and conduct site inspections and field verifications of wastewater assets and maintenance activities. Can be called upon for water distribution system issues during on-call duty.
