Community Resource Group, Inc. seeks to fill a position in the state of Texas for Project Development Specialist: Technitrain.  The project development specialist position assists rural communities that require water or wastewater facility improvements to secure financing for project construction through the USDA/Rural Development Water and Waste Disposal program and the American Recovery & Reinvestment Act of 2009 (ARRA).



Summary of Position

The project development specialist position assists rural communities that require water or wastewater facility improvements to secure financing for project construction through the USDA/Rural Development Water and Waste Disposal program and the American Recovery & Reinvestment Act of 2009 (ARRA). The position also assists communities that have received ARRA financing commitments from USDA/Rural Development to meet all of the conditions and borrower obligations necessary to close project financing and complete construction improvements.



*Funding for this position is being made available under the American Recovery and Reinvestment Act (ARRA) of 2009 for a 12-month project period. Financial support for this position beyond the 12-month project period is not anticipated nor assured.  



Education/Certification Requirements

Associate or bachelors degree in social science, management, finance, public administration, or related field is preferred.  Significant prior work related experience, or related training may substitute for some of the educational requirements.  Must hold valid drivers license and have reliable personal vehicle for job-related travel. 



Experience/Skills Requirements

Two to three years of previous experience preferred with rural community development programs and onsite technical assistance activities at the State or local level. Excellent oral and written communication skills. Ability to set and meet individual goals and objectives. Prefer experience in providing onsite technical assistance and training to local governments.  Familiarity with engineering practices, terminologies and procedures related to community water and wastewater disposal development, operations or management.   Familiarity with and/or ability to quickly learn USDA Rural Development financing programs, regulations, as well as state statutes affecting water and waste disposal services is preferred and will be required in this position.  Must be able to work under limited supervision, and be results oriented. Must be able to effectively use personal computer with associated software, MS Office Suite, project database software and related.  



Essential Duties:

  • Assist USDA/Rural Development eligible entities to access and secure financing for water and waste disposal improvements through the USDA/Rural Development Water & Waste Loan and Grant Program and additional financial resources within that program made available through the Recovery Act (ARRA).
  • Provide rural communities and eligible entities with information and/or training on pertinent information and application requirements on USDA/Rural Development financing through ARRA for community water and waste disposal facilities.
  • Assist community borrowers that have received USDA/RD ARRA financial commitments for water or wastewater disposal improvements to meet the all of the requirements of the RD Letter of Conditions that are necessary for loan/grant closing.
  • Provide USDA/RD water & waste community borrowers of ARRA funds with information, technical assistance and training on their reporting requirements under the Recovery Act, as well as other ARRA requirements such as the Buy America provisions and Davis-Bacon Act requirements. Provide training for local community borrowers on their obligations and responsibilities as a USDA borrower as appropriate and necessary.
  • Carry out all project work activities in close coordination with USDA/RD state and regional office officials.
  • Attend in-service training sessions/events necessary to perform important job tasks and duties as required and directed.
  • Establish and maintain effective working relationships with local community officials, project consultants, and federal/state regulatory and financing agency officials to insure that ARRA funded infrastructure projects are successfully completed.
  • Establish and maintain complete community project files, including but not limited to a written log of all project related activities, correspondence, reports, and working papers.


  • Enter important project work activities that have been undertaken and/or completed, into the RCAP Data Collection System (i.e. project database) on a regular and routine basis in accordance with the RCAP DCS manual and supervisor instructions.   
  • Attend CRG-RCAP staff meetings as required.
  • Maintain and improve knowledge, skills, and competency in all areas relating to small community water & waste disposal issues, in order to improve quality of services provided to local project communities.
  • The employee shall work well under pressure; meeting multiple and sometimes competing dead lines.  The employee shall at all times demonstrate cooperative behavior with colleagues and supervisors.
  • Perform other duties as necessary which may be assigned by supervisor.
