JOB PURPOSE:

Performs assignments that require the technical ability of a professional engineer in the field of Civil Engineering.  Plans and conducts work requiring independent  judgment in the evaluation, selection, and substantial adaptation and modification of engineering principles and practices. Devises new approaches to problems encountered.                

ORGANIZATIONAL REPORTING: 

Works under the general supervision of the Engineering Manager with latitude for independent judgment and decision-making.

Performs assignments independently with instructions as to the general results expected.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsible for managing assigned engineering projects, including but not limited to, budget preparation, utilization of resources, project management, reporting, and public relations coordination.

Manages interpersonal relationships with project stakeholders, including internal and external clients and vendors.

Anticipates and addresses the client’s needs, keeping them informed of progress and issues in order to manage expectations on all project requirements and deliverables.  Works collaboratively to achieve improved results.

Provides excellent organizational and communication skills while maintaining clear focus on project budget, schedule and scope. Performs and/or coordinates project documentation.

Performs work that involves conventional civil engineering practice but may include a variety of complex features such as conflicting design requirements, unsuitability of conventional materials, and difficult coordination requirements. Sound engineering judgment is required.

Reviews, inspects and/or coordinates construction contract document enforcement including; shop drawing review and preparation of field changes, change orders, and pay estimates.

Prepares and professionally seals detailed plans, specifications, reports and studies.

Works with and coordinates the work of consultants.                   

Prepares estimates and monitors project budgets, and makes recommendations concerning budgetary status and/or adjustment.

Coordinates the work of graduate engineers, draftsmen, technicians, surveyors and others who assist in specific assignments as required.

 

OTHER RESPONSIBILITIES

Coordinates, communicates and documents activities with other departments, project partners, manufacturers, purveyors and regulatory agencies.

Dedicated to achieving excellent reputation for customer service responsiveness and quality of product.

 

EDUCATION, EXPERIENCE AND SKILLS REQUIRED

Bachelor's degree in Civil Engineering, or equivalent degree, from an ABET accredited curriculum plus appropriate continuing education.

Registered as a Professional Engineer in the State of Texas.

Four years of progressively responsible engineering experience in all phases of civil engineering including drafting, surveying, design and construction.

Thorough knowledge of engineering principles and practices as applied to planning, design, construction, and maintenance of various facilities.

Thorough knowledge of the application of data processing as it applies to the development of engineering data, to modern supervisory principles and practices, and to the design and construction of materials, facilities, and equipment normally found in public works projects.

Ability to plan, direct, and accomplish complex design and construction projects concurrently, to analyze engineering data and develop effective solutions, and to prepare technical reports.

Ability to communicate effectively, both verbally and in writing, to the general public, co-workers, contractors, consults and other governmental agencies.

 

WORKING CONDITIONS

Must have the mobility to work in an office and field environment.

Able to sit at desk for long periods of time and intermittently walk, stand, climb, balance, bend, crouch, and reach while performing office duties and/or field inspections

Must have the ability to traverse uneven terrain.

May lift and/or move light to moderately heavy weights of up to 40 lbs.

Must be able to perform in a small but highly professional team oriented environment.

Must be able to function in a principle-based organization that has an established culture that is built on character and encourages all employees to develop good character and make decisions based on good character.
