Under direction of the Planning & Decision Support Manager, performs functions of the agency involving analysis and modeling of environmental, production, and water quality data, forecast/simulation modeling of short-term and long-term demand and supply, modeling of surface and ground water flow systems at various spatial and temporal scales, and participates in long-term water supply planning activities. Employees in this category have knowledge and understanding in the areas of surface-water, ground-water hydrology, vadose zone, hydrogeology, water quality, water resources management, hydrologic modeling, numerical, analytical, and statistical concepts and methods, uncertainty and risk analysis, water supply planning principles and water demand forecasting.

In addition to the Essential Functions listed below, the successful candidate will be assigned work on: Supporting improvements to the Integrated Hydrologic Model (IHM) code and to the Integrated Northern Tampa Bay (INTB) calibrated model which align with the IHM-INTB Five-Year Roadmap; and will support or lead administrative and training functions of the integrated hydrologic modeling program.

Performance is evaluated through periodic conferences, reports, and administrative review process.

Essential Functions

  • Conducts resource evaluations and hydrologic analyses using surface and ground water flow modeling tools, and the Agency's integrated surface and ground water flow modeling tool, and system wide performance evaluation models.
  • Analyses and interprets hydrologic, hydrogeologic, water quality, and environmental data using numerical, stochastic, analytical, data-driven, and/or heuristic techniques.
  • Performs uncertainty analysis and provide technical advice and support for other departments.
  • Develop, implement, coordinate, interpret, assess, and/or oversee short-term and long-term demand and supply modeling which support water resources evaluation, seasonal and annual source allocations, future need analyses of water supply projects, water supply optimization and management projects.
  • Conducts analysis and interpretation of spatially based hydrologic, metrological, and socio economic data using statistical and geographic information systems tools.
  • Oversees the development, implementation, and update of Agency's enterprise level-of-service assessment dashboard.
  • Conducts periodic evaluations on the sufficiency of the agency's water shortage mitigation and performs updates on modeling and data analysis in support of the plan.
  • Perform seasonal rainfall/stream flow outlook simulations in support of seasonal water resource allocation needs and operational guidance.
  • Participates in the Agency's long-term water supply planning activities to include updating long-term demand forecasts, future need assessments, and water supply alternative evaluations.
  • Report, document, and communicate methods of analysis, results, conclusions, and recommendations.
  • Identify research needed to support agency needs and write proposal defining scope, required resources, and benefits.
  • Develop and manage project time schedules, project budgets, technical resources, and reports.
  • Manage activities of professional consultants regarding assigned functions and projects under charge.
  • Respond to concerns/inquiries and provide general assistance to management and other agency staff.
  • Observes Safety Policies and Procedures in accordance with the Agency's Safety Program.
  • Perform related work as directed.

Requirements

MINIMUM TRAINING AND EXPERIENCE:

  • Requires knowledge in statistical analysis of large complex data, such as exploratory data analysis, system identification technique and time series analysis, which are relevant to water resources system model conceptualization, design, development and implementation.
  • Requires knowledge in water demand simulation or forecasting techniques and interpretation of modeling results.
  • Requires analytical and programing skills in using scientific software, such as MATLAB or similar, to prototype model development and to conduct analyses.
  • Strong and effective communication skills on broad and complex technical issues, critical and creative thinking, and problem solving skills are required.

EDUCATION REQUIRED:

  • Master's degree in water resources engineering or closely related field with one (1) year post-masters experience.


REQUIRED LICENSES AND CERTIFICATIONS:

  • Valid driver's license.


MINIMUM STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:

Physical Abilities: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Abilities: Some tasks require visual perception and discrimination. Some tasks require oral communications ability.

Environmental Requirements: Tasks may risk exposure to extremes in temperature and dusts or pollen.
