Description

The City of High Point’s Public Services Department seeks qualified applicants for the current Wastewater Plants Manager opening. The Wastewater Plants Manager performs difficult technical work in supervising the operation and maintenance of two computer-controlled biological nutrient removal (BNR) wastewater treatment plants, including solids, dewatering and incineration along with solids disposal processes which include incineration.

Salary: $90,597.00 (Yearly Salary)

Essential Tasks

  • Plans, schedules, and supervises the work of the plant operations, schedules work of personnel and gives instructions on general operative procedures;
  • Provides leadership and guidance to multiple divisions by providing long range planning, organization, scheduling, staffing, information management and budget management;
  • Monitors the operation of the wastewater plants to ensure conformance with NPDES permits;
  • Works with the Plant Maintenance Superintendent to prioritize and schedule the maintenance and repair of plant equipment;
  • Directs the maintenance and repair of plant equipment;
  • Plans and conducts or assists with the in-service training, including safety of employees;
  • Supervises the maintenance of plant records;
  • Enforces OSHA and general safety regulations at plant;
  • Maintains daily records and reports on chemical usage, plant pumping and other wastewater processes;
  • Completes and oversees completion of semi-annual outfall inspections and inspection records per the Stormwater Discharge permit;
  • Assists in completing National Pollutant Discharge Elimination System (NPDES) permit renewal applications;
  • Makes Plant process and equipment operation decisions;
  • Reviews daily report data from Central Laboratory Services;
  • Reviews monthly Discharge Monitoring Report (DMR) for date accuracy, transcription, compliance, and completion;
  • Prepares and submits reports on Plant non-compliance or necessary notification/communication to the proper authorities of NC DEQ (Division of Environmental Quality);
  • Submits electronic work orders to Maintenance via the Computerized Maintenance Management System (CMMS);
  • Assumes supervisory responsibilities of Plant in absence of Plant Superintendent, unless currently designated as Plant ORC;
  • Works with contractors and others as necessary;
  • Maintains various recordkeeping and reporting forms;
  • Reviews and approves purchase orders and requisitions and assists in the development of specifications for contract work, equipment, and services within the operational area.
  • Assists personnel in understanding and accomplishing goals and objectives established for each respective division;
  • Assists the Assistant Director of Public Services with purchasing, budgeting and personnel administration including interviewing and selection, disciplinary actions, and promotion recommendations;
  • Receives and addresses problems, complaints and requests for information;
  • Develops employee work plans and conducts employee performance evaluations;
  • Develops and monitors the annual budget and Capital Improvement recommendations for the Eastside WWTP, Westside WWTP, and Residuals Management Divisions;
  • Hires new employees, performs administrative duties, ie., evaluations, disciplinary actions, and promotions;
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.



Requirements

Qualifications

  • Formal Education
  • Equivalent to graduation from an accredited college or university with a bachelor’s degree in engineering, chemistry or biology supplemented by technical training in wastewater operations;
  • Must have a thorough knowledge of various wastewater treatment plant processes and the theory of how they function, preferably in a five stage BNR plant along with solids disposal processes which include incineration;
  • Mechanical knowledge and experience preferred;
  • Must have minimum of five years’ experience in supervision and operation of biological wastewater processes or similar plant management.
  • Certifications
  • Must hold or be able to obtain a Grade IV Wastewater Certificate or be able to obtain within an acceptable time period.
  • Valid North Carolina Driver’s License
