Irvine Ranch Water District is accepting applications for a Water Resources Planner who under general direction will provide technical support to the planning of water resources projects, energy management projects, grant writing and administration, and environmental compliance activities.
Summary of Duties:
- Act as Project Manager on assigned water resources planning related projects.
- Assist in the development, implementation and coordination of IRWD's water banking, transfers and exchange programs.
- Preparation of maps, graphs, plans, charts, and diagrams.
- Perform research, data collection, calculations and projections related to water and/or energy resources as well as water banking and exchange programs.
- Prepare, evaluate and interpret economic and statistical analyses, planning data and other information in developing strategies and recommendations for potential resource and project development opportunities.
- Review technical documents received from other agencies and assist in preparation of the District's comments as needed.
- Research grant opportunities and prepare grant applications for water resources planning and programs. Administer, track, monitor and report on grants awarded to IRWD.
- Assist in preparation of water resources and/or energy resources management related studies.
- Monitor water supply conditions in areas of importance to the District's water banking and exchange programs.
- Assist in conducting water supply reliability and modeling studies.
- Assist in salt management investigations and modeling activities.
- Preparation of project scopes of work, cost estimates, schedules, and reports, as necessary. Assist in the review of related outside proposals, selection of consultants or award of contracts.
- Assist in preparation of the District's environmental documents to ensure compliance with all applicable federal, state and local laws and statutes.
- Assist in the review of designs, plans, specifications, estimates, and reports for planning, design, and construction projects.
- Act as District liaison with government and public agencies, research and regulatory organizations, universities and the public as directed.
- Review billings by consultants, contractors, and vendors and process for payment.
- Prepare and present agenda items for Committee and Board approval.
- Attend District Committee and Board meetings as needed.
- Operate personal computers including word processing, spreadsheet, PowerPoint, ESRI ArcGIS, MS Project, scheduling, e-mail, internet, and database software.
- Comply with District safety work-related practices and attend relevant safety training.
- All other related duties as assigned.
A combination of education and experience equivalent to a Bachelor's degree in engineering, water resources management, urban planning, earth sciences or a related field. Master's degree desired. Three years combined experience in water resources planning and modeling, greenhouse gas reporting, grant writing and grant administration. Experience in writing technical documents, grant applications and requests for proposals desired. Skills in water resources related spreadsheet modeling preferred.

- Principles, theories and practices of CEQA/NEPA, including guidelines and procedural requirements.
- Pertinent federal, state, and local laws, codes, and regulations.
- Current state and federal water policies and water issues.
- Understanding of California water rights, water supply systems, groundwater aquifer systems, water transfers and exchanges is also desired.
- Valid Class 'C' California Driver's License.
