The Water Replenishment District of Southern California (WRD) is the largest groundwater agency in the State of California, and is responsible for replenishing and protecting the groundwater resources for over 4 million residents. WRD’s service area covers a 420-square mile region of southern Los Angeles County, including 43 cities, unincorporated County areas, and a portion of the City of Los Angeles. The cities, investor owned utilities, mutual water companies, and others in the WRD service area use about 220,000 acre-feet (72 billion gallons) of groundwater annually, which accounts for about half of the region’s water supply. The position is coming open due to the retirement of the incumbent after 30 years with the District.

The General Manager reports to the five-member Board of Directors, who are elected by district on a non-partisan basis for four-year staggered terms. The FY2021 Total Budget is $90.4 million, comprised of Operating Expenses (77%), Capital & Non-Operating Expenses (22%), and Other Special Programs & Supportive Costs (1%). There are 45 total full time equivalent staff positions. The five-year Capital Improvement Program (CIP) budget is $218.7 million.

Desire the equivalent of a bachelor’s degree in in civil engineering, public or business administration, or a closely related field, and at least ten years of progressively responsible executive or management experience in the construction, operation and maintenance of a public utility. Having had direct interaction with a policy board is important. Southern California experience and groundwater management experience are both desirable. And, if an engineer, registration as a professional engineer would also be desirable. Must be able to maintain good working relationships with a diverse group of groundwater producers, legislators and regulators, as well as other agencies with whom WRD interacts.
