The City of Stockton is seeking a dynamic and professional Municipal Utilities Department Deputy Director Water. This position reports directly to the Director of Municipal Utilities and is responsible for managing the Water Utility daily operations and water resources planning.
The ideal candidate will possess the ability to promote strong working relationships with regulatory agencies, non-governmental organizations, and community groups, and bring leadership and management skills in the water field, complemented by a thorough working knowledge of water operations and regulatory issues. Additionally, this professional will have the technical skills necessary to effectively manage a large and complex water production and distribution system, SCADA systems, and integrated energy management systems. The Deputy Director will also integrate the team outlining the Water Utility Master Plan and lead the development of the water rate study and Urban Water Management Plan updates. The ideal candidate will have a collaborative working style with strong communication styles, bring a strong record of positive employee relations, emphasis on safety in the workplace, and knowledge of operating in an environment with employees who are represented by labor unions, as well as other at-will employees.

The successful candidate will possess a Bachelor’s degree from an accredited four-year college or university with major coursework in Civil or Environmental Engineering or a closely related field, and three (3) years of progressively responsible experience in water resources planning or operations management in a public water utility with a combination of ground and water sources. An advanced degree or formal training in water resources planning or management is highly desirable. The successful candidate must possess and maintain a valid California driver's license. Possession of a State of California Professional Engineer registration and water treatment and/or water distribution certification is desirable.
