The Ideal Candidate 
The ideal candidate will have experience with monitoring and maintaining water quality in a municipal potable water distribution system; knowledge of the City's water supply sources; knowledge of State and Federal regulations and legislation related to water quality; possession of a of Grade 3 (D3) Water Distribution Operator Certificate, a Backflow Prevention Assembly General Tester Certificate and a Cross-connection Control Program - Specialist Certificate.  The ideal candidate will have strong problem solving and project management skills, will be detail oriented, and have strong writing skills.  The successful candidate will have experience supervising, coaching and mentoring, will provide exceptional customer service, will build strong relationships with internal and external stakeholders and will have experience presenting to policy makers and members of the public.
Selection Process: Applicants presenting with the most desirable qualifications based on a screening of the application materials, including responses to the required Supplemental Questionnaire, will be invited to continue in a selection process that may consist solely of an application screening, or may include an oral appraisal interview, assessment center, or other activity selected by the Human Resources Department. Knowledge of:  Methods, materials, practices, and equipment used in disinfection, water treatment, water testing, cross-connection investigation and backflow monitoring; implementation of regional, state and federal water quality laws and standards regarding delivery and treatment of safe drinking water; principles of hydraulics; location and general characteristics of the water system; chlorination equipment, techniques and standards; occupational hazards and standard safety precautions necessary in the work; principles of chemistry and biology related to the work; principles and practices of program management, budget, supervision, training, and performance evaluation.
Ability to:  Read and interpret laboratory reports of water quality samples; input and extract information from computer systems; make formal presentations to the Board of Public Utilities, City Council, community groups, and private citizens; work in a cooperative and productive manner with City staff, other agencies and the public; understand and interpret engineering plans and work orders and develop estimates; prepare reports and maintain record systems; select, supervise, train, and evaluate subordinates; plan, direct and review staff activities in the quality control of domestic drinking water; identify and resolve problems related to water quality; establish work procedures and project priorities in a manner most conductive to protect potable water quality; communicate clearly and concisely, both orally and in writing.
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience - Sufficient years of increasingly responsible experience in supervision of the maintenance and monitoring of potable water quality in a water distribution system or water treatment facility, including chlorination, sampling, cross connection and backflow testing, to demonstrate possession of the knowledge and abilities listed above. One year of supervisory or two years of lead-worker experience is required.
Education - Equivalent to an associate degree with major course work in chemistry, environmental sciences, water treatment, water quality, or a closely related field. Additional relevant supervisory or management experience may substitute for education on a year-for-year basis. 


Work is performed indoors and in field conditions. Incumbents in this classification communicate orally, face-to-face, in group settings, and over the telephone.  The Water Quality Supervisor operates a motor vehicle to multiple locations. Visiting job sites involves working in a variety of weather conditions, including very hot and very cold temperatures and walking for extended periods of time over rough, uneven or rocky surfaces; climbing steps or ladders, bending, stooping, and carrying objects such as tools and equipment weighing up to 20 pounds for short distances. An incumbent must be able to hear warning devices such as chemical leak warning and back-up warning devices. Attending meetings requires the ability to sit for extended periods of time. Working with a computer keyboard to enter or retrieve data involves continuous or repetitive arm-hand movement. Monitoring equipment run status lights at the Treatment Plant requires the ability to discriminate among colors.
Possession of, or ability to obtain a valid Class C California motor vehicle operator's license. Possession of a minimum of a Grade 3 Water Distribution Operator Certificate issued by the State Water Resources Control Board (State Water Board). Possession of, or ability to obtain within six months of appointment, a Backflow Prevention Assembly General Tester Certificate and a Cross-connection Control Program - Specialist Certificate issued by the American Water Works Association is required. Ability to obtain and maintain a Grade 4 Water Distribution Operator Certificate issued by the State Water Board within twenty-four months of appointment is desirable.  Possession of, or the ability to obtain and maintain within eighteen months of appointment a Grade 1 (T1) Water Treatment Operator Certificate issued by the State Water Board is desirable.

Each employee in this classification may not perform all of the duties listed below. Depending upon assignment, duties may include, but are not limited to, the following:

  • Select, supervise, train, and evaluate subordinates
  • Plan, schedule assign, review and supervise inspections for cross connections, backflow monitoring and testing, water quality testing and
  • Administer Cross Connection and Backflow programs
  • Interpret and implement federal and state safe drinking water regulations
  • Ensure compliance with all federal and state drinking water regulations, including preparing and submitting all required regulatory reports
  • Respond to inquiries from the public, and arrange presentations to community groups regarding water quality
  • Receive, investigate and resolve complaints related to water quality
  • Maintain records of water sampling test results, cross connection inspections, backflow device installation and testing, and other data as may be required by the City or by other regulatory agencies
  • Maintain current knowledge of water quality standards, and implement changes in procedures to maintain conformance with standards
  • Assist in water system standard upgrades
  • Select laboratories to analyze water samples, arrange laboratory analysis, and interpret results
  • Explain the results of water quality samples to water customers
  • Advise personnel in the disinfection of new water hookups
  • Assist in budget preparation and administration
  • Evaluate work methods and procedures used in field operations, recommending improvement and updating procedures
  • Implement goals, objectives, and priorities for Water Quality team
  • Inspect water quality related field projects in progress and upon completion
  • Prepare cost estimates for water quality system construction and maintenance activities 
  • Confer with engineers, contractors, the public, other Water and City staff regarding projects and project problems.
