Town of Kittery – Superintendent of Sewer Services

The Town of Kittery has an opening for a Superintendent of Sewer Services. Office hours are Monday through Friday from 7:00am to 3:30pm, however additional availability may be required for meetings and presentations. The pay range for this salaried-exempt position is $90,000 to $100,000 based upon experience. This position is eligible for medical, dental, vision, life insurance, short-term disability and retirement benefits.

The purpose of this position is to direct, manage, and supervise all day-to-day activities in regard to the publicly owned wastewater collection, treatment, and disposal facilities for the town. This position reports to the Town Manager. Duties include, but are not limited to: supervising staff; directing activities; directing maintenance; overseeing the wastewater collection and treatment process; and performing additional tasks.

Essential Duties and Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff; manages employee concerns; directs work assignments; and counsels/disciplines employees, when necessary; provides departmental employee training and development

Directs the wastewater collection and treatment process; directs maintenance of all pumps, pipes, and machinery; coordinates activities with engineers and contractors in design and construction of new and/or upgraded facilities

Prepares and submits wastewater permits for the operation; ensure wastewater operation is compliant with all federal and state licenses, permits, and regulations; performs tests, documents flows and operations, and submits reports as required to various regulatory agencies.

Prepares and administers the annual budget and the long-range capital investment plan; maintains daily log; prepares weekly payroll; prepares all wastewater discharge and sludge disposal permit applications

Receives and responds to customer complaints and concerns, minimizes impacts of odor and collection disruptions, ensures final readings are performed;

Works with the Planning and Development department to reviews site plans and building permit applications proper connections and pre-treatment, inspects new or replaced residential, commercial and industrial connections to the sewer main.

Ensures a safe working environment; sets policies; provides training in compliance with OSHA

Assists personnel, as needed

Performs other related duties as required

Essential Knowledge, Experience, Skills and Abilities

Associate degree required, with a minimum of six years-experience in the operation of a biological treatment plant; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position

Supervisory experience required

Must obtain a Maine State wastewater plant operator (Grade IV Biological) certification, and must attend continuing education and training to maintain wastewater license certification

Excellent verbal and writing skills; ability to communicate effectively and in an appropriate professional manner, and to convey or exchange professional information

Ability to develop and maintain positive relationships with employees, vendors, departments and elected officials

Ability to exercise initiative and good judgement, to set priorities and complete efforts independently and as a member of a team

Ability to cope with situations firmly, courteously, tactfully and with respect for the rights of others

Ability to analyze situations quickly and objectively and to determine proper course of action

Ability to utilize and interpret mathematical formulas including percentages, computing discount, interest, profit and loss, ratio and proportion; and to understand a variety of professional, technical and administrative documentation, directions, regulations, instructions, methods and procedures, interpret maps and drawings

Ability to produce reports that are accurate and complete

Must possess appropriate valid driver’s license

Must be physically able to operate a variety of machines and equipment, including, but not limited to: computer, keyboard, printer, calculator, telephone, copy/scanner/facsimile machines, drafting instruments and mechanic’s tools

Must be able to move or carry job-related objects and materials up to 50 pounds

Must be physically capable of reaching to obtain and move various books, printouts, file boxes, computer paper, etc.

Must be able to communicate through speech and in writing

Work is normally performed in an office environment; must be able to sit for long periods of time
