The Cross Connection Specialist is  responsible for performing specialized water utility activities, including backflow cross-connection control programs, locating, marking water utility lines and related underground facilities, conducting field inspections for construction work related to recycled and potable water distribution systems.  Incumbents are required to be available for shift work, on call, and respond to emergency situations.
 

Examples of Important & Essential Duties (included but not limited to)

EXAMPLES OF IMPORTANT & ESSENTIAL DUTIES:
  • Implementing the District's cross connection control program in compliance with District regulations and Health Codes addressing  Title 17 & 22
  • Recommend and enforce cross connection regulatory compliance requirements
  • Review plans for conformance with established backflow requirements on residential, commercial, and agricultural uses.  Survey customers' premises for cross connections
  • Conducts a variety of inspections and /or surveys, which may include: surveying of customer sites for cross connections; private and public recycle and potable water construction projects; project materials and workmanship inspections; construction condition inspections; ensuring contractors follow proper health and safety requirements related to traffic control, Occupational Safety and Health Association, State water/sewer separation criteria, American Water Works Association installation; inspecting rough and finish grade installations of recycled and potable water facilities; performing other related activities
  • Maintains a variety of log books, database, as-built maps, inspection reports, plans, specifications, and/or other related records; interprets engineering plans and specifications, maps, drawings, sketches, and other sources; updates maps with current information and utilizes tie-downs for future research
  • Assists in administering contracts for construction projects; negotiates and submits recommended change orders meets with District Engineers and contractors to discuss the location of District facilities
  • Coordinates and monitors proper water system shut down procedures; notifies customers of requirements for testing fire line devices and backflow devices
  • Conducts research for capital improvement projects and other related assignments; reviews plans for conformance to requirements; recommends and enforces regulatory compliance requirement
  • Observe and follow established safety precautions and procedures regarding traffic control, trenching, excavating, power equipment operation and electrical panels and wiring
  • Conducting routine and complex inspections of private and public water construction projects including capital improvement projects
  • Reviewing and monitor contractors disinfection, pressure testing and repair procedures, being sure all applicable District, State Water Resource Control Board, Department of Drinking Water standards and requirements are in compliance
  • Making sound field decisions and interpretations for complex problems and situations
  • Issuing correction notices or stop work notices for non-compliance and recommending solutions to correct deficiencies
  • Approving material submittals for compliance with contract specifications
  • Leading pre-construction conferences for variety of water improvement projects
  • Serving as Field Supervisor on assignments related to operating and maintaining the water distribution system
  • Determining the level of potential cross connection to the potable water system and enforce proper backflow protection requirements per District and regulatory agency requirements
  • Notifying customers on cross connection requirements
  • Other duties as assigned


Applicants must have KNOWLEDGE OF: customer service principles; basic record keeping techniques; applicable maintenance practices related to concrete, asphalt, signage, traffic control, water utilities; a variety of heavy equipment and tools; maintain and follow safe work practices.
 
Applicants must have ABILITY TO: Operate a variety of tools and equipment; operate medium or heavy trucks; perform manual labor; troubleshoot equipment problems; maintain, repair and clean equipment and trucks; complete paperwork and documentation; provide customer service; communicate clearly and concisely, both orally and in writing; and establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work as well as coworkers and supervisors.
 

 

Minimum Qualifications

TRAINING & EXPERIENCE:
 High School Diploma, or General Equivalency Diploma (G.E.D.); plus a minimum of three years of specialized water utility maintenance training is required.
 
LICENSE REQUIRED AND DESIRED:

  • Cross Connection Control Specialist Certification
  • Valid Class "C" California Driver's License and safe driving record
  • State of California Water Distribution Grade 3 certificate
  • Successful completion of safe driving, and CPR and First Aid courses within six months of hire
  • State of California Water Treatment Grade 2 certificate is highly desirable
