POSITION OVERVIEW
 
Under general direction, plans, schedules, assigns, and reviews the work of the industrial or domestic wastewater treatment operations and maintenance staff within the Wastewater Division; coordinates, monitors, and provides technical input for assigned industrial or domestic wastewater treatment operations, maintenance, and repair projects and other special programs; provides technical assistance to the Operations Manager and Public Works Director; performs a variety of technical tasks relative to the operations and maintenance of the industrial or domestic wastewater treatment plant facilities and systems; and performs related work as required.
 
SUPERVISION RECEIVED AND EXERCISED
 
Receives general direction from the Wastewater Treatment Plant Manager or Public Works Director.  Exercises general supervision over assigned staff. 
 
CLASS CHARACTERISTICS
 
This is the full supervisory-level class in the wastewater treatment operations and maintenance series.  Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of the industrial or domestic wastewater treatment operations and maintenance staff either directly or through lead workers.  The incumbent is also expected to independently perform the full range of industrial or domestic wastewater treatment operations and maintenance duties.  Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.  This class is distinguished from the Operations Manager in that the latter has management responsibility for all wastewater treatment operations and maintenance functions and activities of the City.

  • Plans, organizes, assigns, supervises, and reviews the work of assigned staff in the industrial or domestic wastewater treatment operations and maintenance work division.
  • Trains staff in work and safety procedures (Standard Operating Procedures) and in the operation and use of equipment and supplies; implements procedures and standards.
  • Provides input on employee performance evaluations; works with employees to correct deficiencies; implements discipline procedures; assists in selection and promotion.
  • Monitors operations and activities of the operations and maintenance work unit assigned to industrial or domestic wastewater treatment; recommends improvements and modifications and prepares various reports on operations and activities; recommends and assists in the implementation of goals and objectives; implements policies and procedures.
  • Determines and recommends equipment, materials, and staffing needs for assigned maintenance projects; participates in the annual budget preparation; prepares detailed cost estimates with appropriate justifications, as required; maintains a variety of records and prepares routine reports of work performance.
  • Develops and reviews staff and regulatory reports related to industrial or domestic wastewater treatment maintenance and operations and assists with reports presented to the City Council and other commissions, committees, and boards; performs a variety of public relations and outreach work related to assigned activities.
  • Monitors and controls supplies and equipment; orders supplies and tools as necessary; prepares documents for equipment procurement; participates in informal bid processes for vendor selection.
  • Participates in the administration of preventive maintenance, in-service training, and safety programs; develops safety programs that meet Federal and State standards; ensures compliance with safety procedures.
  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
  • Performs the most difficult operations, maintenance, and repair duties in the area of work assigned.
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Maintains logs and records of work performed; prepares periodic reports.
  • Answers questions and provides information to the public; investigates complaints; recommends corrective actions to resolve issues.
  • Responds to operations, maintenance, and repair emergency situations as required.
  • May act as the Operations Manager in his/her absence.
  • Performs other related work as required.

REQUIREMENTS

Education and Experience: Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade supplemented by specialized training in wastewater treatment, personnel supervision, and in the area of assignment, and four (4) years of responsible experience in the operation of a wastewater treatment plant, including one (1) year of lead or supervisory experience.

Licenses and Certifications:

  • Possession of, or ability to obtain, a valid Class C California's driver's license.
  • Possession of a Grade III Wastewater Treatment Operator Certificate issued by the State of California Water Resources Control Board.
  • Possession of, or ability to obtain within twelve (12) months of hire, a Confined Space Entry Certificate.
  • Possession of, or ability to obtain within twelve (12) months of hire, a Cardiopulmonary Resuscitation (CPR) and First Aid Certificates.
  • Possession of a Grade IV Wastewater Treatment Operator Certificate issued by the State of California Water Resources Control Board or the ability to obtain within twenty four (24) months of hire.
ADDITIONAL INFORMATION:

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to work in the field and wastewater treatment facilities; strength, stamina, and mobility to perform light to medium physical work, to work in confined spaces, around machines and to climb and descend ladders, and to operate varied hand and power tools and equipment; vision to read printed materials and a computer screen; color vision to read gauges and identify appurtenances; and hearing and speech to communicate in person and over the telephone or radio.  The job involves frequent walking in operational areas to identify problems or hazards.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment.  Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 75 pounds and heavier weights with the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Employees work primarily indoors and are exposed to loud noise levels, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances, odors, and fumes.  Employees may interact with upset staff and/or public and private representatives, and contractors in interpreting and enforcing departmental policies and procedures.
