The Bureau of Environmental Services (BES) is seeking candidates for Engineer III in the Design Services Division of the Engineering Services Group!

The Engineering Services Group manages capital repair, rehabilitation and expansion of Portland's sanitary and stormwater collection systems, pump stations, and treatment plants.  They also support watershed health by enhancing streams, restoring habitat and implementing stormwater management projects.
This position will manage complex projects and provide a lead role in engineering, design and project management for Downtown Old-Town (DTOT) sewer rehabilitation projects within the Large-Scale Sewer Rehabilitation Program (LSSRP).
BES encourages applications from candidates with knowledge, ability and experience working with a broad range of individuals and communities with diverse racial, ethnic and socio-economic backgrounds.  An ideal candidate will have experience with engineering design within a municipal water or wastewater agency, a track record of collaboration across workgroups and agencies,  and be a leader and motivator within their work unit.
Major responsibilities of the position are:

  • Perform or oversee complex sewer design projects in the DTOT District.
  • Provide technical oversight and consistency among all the DTOT designs being performed by BES and their consultants.
  • Work closely with LSSRP Program Manager and Large and Small Diameter Program Leads to develop performance metrics and assist in preparing budgets and resource requests.
  • Participate or lead committees aimed at continuous improvement, technical knowledge transfer, and developing specifications and detail drawings.
  • Evaluate and provide design deliverables and oversight on construction delivery methodologies (e.g., design-build, progressive design-build, Construction Management/General Contractor, etc.) and bidding strategies.
  • Provide team building support; represent the Bureau, program and/or project at stakeholder meetings; present program and project information effectively to varied audiences.



The following minimum qualifications are REQUIRED for this position:
  1. Experience with sewer collection design engineering within a downtown metro area
  2. Experience managing project schedules including budgeting and change management
  3. Ability to oversee, lead, train, and evaluate the work of non-technical, technical and professional staff.
  4. Experience communicating effectively verbally and in writing to technical and non-technical staff
  5. Ability to lead a multi-cultural workforce, promote an equitable workplace environment, and apply equitable program practices to diverse and complex City services

Applicant must also possess:
  • Professional Engineering (PE) License 
  • OSBEELS PE License (Oregon State Board of Engineering Examiners and Licensed Surveyors) within 6 months of hire
