Description

This is initially a limited-term position, anticipated to last 24-36 months. Open until filled; cutoff for first review of applications is March 20.


The ideal candidate for this position has technical experience and an understanding of water resource management issues, and is able to effectively use those skills to communicate with and educate city decision-makers and the general public. Data gathering and processing, demonstrated interpersonal engagement, meeting facilitation, and program development are also critical skills for successfully fulfilling the role. 


The Hydrogeologist is responsible for leading the development of the City's Groundwater Management Plan (GWMP). Duties include analysis of prior studies, reports and modeling; reporting water quantity, quality and related data; and presenting results and products to a variety of audiences.

Essential Functions

 

  • Acts as GWMP team leader; plans, coordinates and implements the necessary steps involving hydrologic assessment and analysis for the City.
  • Follows the Washington Administrative Code (WAC) 173-100 guidelines, criteria and procedures for the designation of groundwater management areas, subareas or zones.
  • Reviews and synthesizes existing information on the island's groundwater resource by assembling the recommended informational elements of a GWMP in a format that is easily understandable to elected officials and the general community.
  • Gathers information from various sources, including City records, Kitsap Public Utility District, other water purveyors, Department of Ecology, Department of Health, and Water Resource Inventory Area 15 Kitsap Watershed Restoration and Enhancement Committee.
  • Evaluates and provides technical oversight for field data collection activities, including automated flow gauging stations and maintenance and direct measurements of streamflow.
  • Participates in planning and implementing data maintenance activities and upgrades to the City's hydrologic data management system.
  • Facilitates the work of a stakeholder advisory committee which assists with identification of goals, alternatives, recommendations and implementation of the GWMP.
  • Coordinates field hydrology monitoring and data management with other jurisdictions and groups.
  • Carries out hydrologic data analysis with commonly used statistical and spatial analysis and modeling software.
  • Prepares data summaries, memos and reports for a variety of audiences.
  • Makes technical presentations to colleagues, project managers, residents and City leaders.
  • Reviews hydrologic data analysis of team members, consultants and agencies.
  • Maintains timely and regular attendance.
  • Other duties as assigned.

 

Preferred Qualifications

A bachelor's degree in hydrology, geology, environmental science, earth science, natural resource management or a related field and three years of experience in hydrology-oriented field assessments and analytical work; OR any combination of experience, education and training that would provide the level of knowledge and ability required. A master's degree in geosciences, hydrogeology, geochemistry or environmental science is preferred.

Knowledge of:

  • Principles of hydrology and water quality.
  • Groundwater monitoring field best practices (e.g. measurement of groundwater levels, water quality sampling, installing and downloading pressure transducers, conducting aquifer tests, etc.)
  • City organization, operations, policies and procedures.

 
Ability to:

  • Effectively plan, organize and prioritize work on a daily basis, and work on multiple tasks with accuracy.
  • Support and model the identified vision, values and behaviors of the organization.
  • Establish and maintain effective working relationships.
  • Use Excel, Tableau, and/or other software tools, for scientific data analyses and presentation.
  • Use initiative and independent judgment within established procedural guidelines.
  • Operate a personal computer utilizing a variety of standard and specialist software.
  • Communicate effectively both orally and in writing.

License and Certification Requirements

  • Valid Washington State driver's license is required.
  • Successful completion of a pre-employment background check is required.
  • Valid Washington State geologist license is preferred.
  • Valid Washington State hydrogeologist specialty license is preferred.

 

Additional Information

Working Conditions
The regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is performed both indoors and outdoors. The office environment is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Driving and field inspections in inclement weather is required. Field inspections may require the ability to stoop, bend, walk over rough or uneven ground, crawl, and perform other such physical activities. Attendance at occasional meetings before or after regular work hours is required.
 
Physical Requirements
Continuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 20 pounds.

Additional Salary Details
The salary range for this position is $6464-$8107 per month. The hiring range is $6464-$7239 month. Step increases are attained annually based on satisfactory performance.
