The Bureau of Environmental Services (BES) seeks a highly-skilled Program Manager who will oversee the Biogas Utilization Program. Under general direction of a Group or Division Manager, the position plans, organizes, manages and directs the development, implementation and administration of the renewable gas commodity. The position leads and participates in efforts to build program support and participation with internal and external program stakeholders; and performs related duties as assigned.  
The Biogas Utilization Program Manager will monitor performance against program goals and objectives and assures program results; ensures compliance with federal and state biogas laws and regulations; centers equity into biogas management operations, programs, policies, and services in accordance with BES' Equity and Strategic Plans. The position will be responsible for the optimal production, delivery and sale of biogas products to generate revenue and attain highest and best use of a renewable energy resource. 
BES has been producing and beneficially using biogas (the methane from treated digester gas) since the plant was built in 1952.  Over the years, the percentage of biogas beneficial reuse has grown tremendously, and we are investing in technology and facilities to enable us to become a 100% digester gas beneficial use utility.  BES is building a digester-gas treatment system that will produce a natural gas pipeline-quality product.  The Bureau is also developing contracts for the distribution and sale of the renewable natural gas for use as a vehicle fuel. 
The Biogas Manager is a visionary promoter and engaged manager who helps create a work environment where equity is part of everyday decisions and is embedded in day-to-day operations and business practices, and who develops and achieves work goals while maintaining a positive, inclusive and collaborative work environment.  



The following minimum qualifications are required for this position:   
  1. Knowledge and experience working with the principles, methods, techniques, and equipment used in wastewater treatment, digestion, and/or gas production and gas treatment and related delivery system.
  2. Knowledge of safety practices, safe work methods and safety regulations pertaining to work in industrial utility facilities such as a wastewater treatment plant or energy utility.
  3. Knowledge of principles, practices and applicable city and state rules for public contracting.
  4. Ability to coordinate program activities with multiple stakeholders, facilitate development of partnerships, and communicate effectively.
  5. Ability to prepare clear, concise and comprehensive reports, correspondence and other documents appropriate to the audience and communicate verbally in presentation settings.
  6. Knowledge and experience of principles and standards of employee and program supervision, including training, scheduling, and performance evaluation, as it pertains to working in fields such as energy commodities, engineering, wastewater operation or other closely related field.
  7. Demonstrated ability to provide effective leadership to create an inclusive, high-performance, service-oriented work environment that supports workplace equity.
