THE POSITION:


The (supervising) Business Systems Analyst III (BSA III) will serve primarily as a bureau-wide Data Management Strategist embedded within the Business Services Group's - Mapping, Data and Application Services (MDAS) division.  This position will work under the general direction of the MDAS division manager. 
 
This position oversees the "Data" work-unit of MDAS, which serves as BES' centralized provider of data management support, data management strategies, business process review, documentation and evaluation, and IT/Data-related project management services.
 
Staff within the Data work-unit (consisting of other BSA IIIs) work closely with the "Application Services" work-unit of MDAS (consisting of IT-Professionals) to maintain and mature current technology-related business system requirements as well as the planning and implementation of new solutions.  MDAS customers encompass staff from all BES workgroups, including but not limited to: regulatory compliance, watershed assessment, conveyance system design and modeling, wastewater treatment, utility construction, maintenance, and property acquisition.  Work completed by MDAS is essential to meeting the core responsibilities and mission of BES and the IT/Data-related initiatives outlined in our Strategic Plan.
 
The primary objective of the Enterprise Business Systems / Data Management Strategist is to help to ensure the bureau utilizes an enterprise/standard approach to data management (i.e. view and treat data as an asset) across multiple business systems.  This likely equates to the establishment of a Data Management Maturity Model, and the formalization of both a Data Governance Plan and a Systems Architecture Plan to support that.
 
The MDAS Data Management Strategist supervises a team of BSA IIIs – who are each assigned responsibility for their own primary BES Group and support BES Managers, prospective Project Sponsors and applicable Subject Matter Experts to define current processes, charter new projects and to develop approaches for meeting objectives (while maintaining a consistent, uniform and enterprise approach). In addition to being a Data Strategist, this position will also serve on the IT Governance Committee and help guide and oversee the bureau aspects towards the development, operation and maturity of multiple, complex business systems (housing various types of critical data) which support significant bureau functions (and adherence to State, Local and Federal policies),  This position also help  establish and implement enterprise business systems policies and procedures; performs advanced business systems analysis; and works with customers to understand and assist them in addressing business and operational issues.

TO QUALIFY:

The following minimum qualifications are required for this position:
  1. Advanced knowledge of principles, practices, and techniques of data management, systems analysis, and information technology, including data governance, application design, hardware and software applications, and equipment.
  2.  Knowledge of and ability to apply principles, tools, and techniques for data management / information technology project planning and management.
  3. Ability to design, test, implement, manage, and support complex data management and technology solutions.
  4. Ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines.
  5. Ability to apply analytic and problem-solving skills to independently develop sound decisions, conclusions, and recommendations
  6. Ability to communicate effectively and provide guidance and supervision to staff to accomplish overall work objectives and oversee and lead a diverse group of non-technical and technical personnel.
  7. Ability to analyze customer business, data management, and information technology needs; identify alternative technological approaches; develop integrated, efficient, and cost-effective implementation and governance plans.
