Description

Salary: $74,389.00 - $110,095.00 (Yearly)

Assumes responsibility for working independently and exercising competent judgment in performing a variety of complex biological identifications and chemical analyses on water and wastewater samples.  Performs with high proficiency on all advanced laboratory instrumentation and uses knowledge of scientific methodology to develop more efficient procedures.  Supervises laboratory personnel in most day-to-day activities.

Section 2 – Major Responsibilities

  1. Oversees day-to-day chemical analysis operations of the laboratory through Section Chiefs.
  2. Coordinates assigned analytical schedules and workloads through Section Chiefs.
  3. Assists forecasting, implementing, and overseeing laboratory annual budget.
  4.  Assists developing bid specifications for external laboratory support including laboratory supplies/equipment and subcontract lab services.
  5. Assists ordering supplies and equipment with specific knowledge in NTMWD purchase order requirements.
  6. Assists reviewing and overseeing implementation of all laboratory procedural documentation (LPMs, QSM, Health and Safety Plan, Waste Management Plan, etc.).
  7. Recommends laboratory improvements, such as laboratory personnel positions, analytical equipment purchases, analytical methods, and laboratory information services.
  8. Prepares special technical reports on biological or chemical activities, and presenting these reports to upper level management and to state and federal agencies.
  9. Assists training of laboratory personnel, such as laboratory safety program, quality control program, SOP’s, new methods, equipment maintenance, analytical equipment operation, and waste management program.
  10. Oversees analytical data review scheduling and performance at report level.
  11. Assists liaison between Laboratory, NTMWD departments, and upper management including special projects.
  12. Reviewing final report generation and analytical data presentations.
  13. Assists laboratory tours of visitors and NTMWD organization representatives.
  14. Substitutes in Laboratory Manager duties when manager is absent.
  15. Member of Laboratory Executive Management Group and Laboratory Management Group.
  16. Serving as a laboratory technical director.



Requirements

Section 3 – Knowledge, Skills & Abilities

  1. Capable of developing mechanical abilities to operate and maintain complex laboratory instruments and to understand their operation with a high degree of competence with careful attention to details. 
  2. High mathematical ability required.
  3. Membership in the Texas Water Utilities Association and the North Texas Lab Analysts Association is desirable.

Section 4 – Education and Experience

  1. Bachelor’s degree in Biology/Chemistry, or a related physical science received from a college or university accredited by a National Association. 
  2. Five years of experience in Laboratory supervision.
  3. Requires a valid Texas Driver’s License. 

Section 5 – Environmental Factors, Activity Levels and Equipment

Moderate physical labor and considerable mental attention required with some eyestrain.  General desirable conditions with safety protocol.  Potential hazards include pesticides, carcinogens, pathogenic organisms, highly flammable solvents and chemical fumes.  Equipment used includes the following:  network computer system, Inductive Coupled Plasma Mass Spectrometer, UV-Vis Spectrophotometer, Latchat Quickchem 8000 auto Chemistry Analyzer, Incubators, Sterilizers, Compound and Dissecting Microscopes, Total Organic Carbon Analyzer, Millipore Water System (Reverse Osmosis and Deionizing), Analytical Balances, Specific Ion Probes and Meters, Autoclaves, basic laboratory equipment and glassware, High Speed Centrifuge.
