Job Description:

 

The External Communications Specialist will support all customer- and media-facing outreach related to the General Rate Case/Infrastructure Improvement Plan. This includes creating written and graphic materials, and publishing through both traditional and digital channels. The position will also oversee social media community management related to the GRC. A successful External Communications Specialist will help the Corporate Communications Department better educate audiences about the necessity and importance of capital projects and the GRC, amplify the reach of communications efforts, and protect and strengthen the company's brand and reputation. This position can be located in any California Water district office.

 

ESSENTIAL FUNCTIONS:

 

Primary:

 

  • Create materials for 2024 GRC outreach to customers and for use on external online channels, including but not limited to: fact sheets, bill onserts/inserts, mailers, postcards, advertisements, letters, PowerPoint presentations, signage, and newspaper/newsletter articles

 

  • Develop and upload engaging graphic and written content that supports 2024 GRC storytelling and other pillars

 

  • Customize 2024 GRC and other materials for individual districts

 

  • Learn regulatory policies and procedures to support General Rate Case communications

 

  • Create and update social media posting schedule for 2024 GRC storytelling pillars on CA Facebook, X/Twitter, Instagram, Nextdoor, and LinkedIn

 

  • Oversee social media community management related to the GRC, including collecting, responding to, and forwarding (as appropriate) comments and otherwise professionally engaging with the public on our pages/platforms

 

  • Monitor online activity

 

Secondary:

 

  • Help plan and execute special events to educate and build relationships with customers before and during the GRC; utilize events to also help enhance relationship with community leaders and media

 

  • Write and edit content for materials

 

  • Assist with creating, setting up, and launching GRC-related notifications to customers through company's Customer Outreach Portal and new CRM platform

 

  • Monitor use of logo/branding to ensure consistency on materials

 

  • Work with internal managers, outside printers, consultants, and other vendors to produce and distribute materials to appropriate parties

 

  • Manage accounting process for GRC communications efforts, including submitting invoices from vendors, requesting bids, creating requisitions, ensuring Legal and IT Security approval, and following up on payments

 

  • Participate in and support the company's Continuous Improvement program and projects

 

  • Attend meetings and trainings as directed by Cal Water

 

  • Perform other duties as assigned

 

MINIMUM QUALIFICATIONS:

 

  • Bachelor's degree in public relations, communications, journalism, or similar field and/or equivalent, relevant work experience

 

  • At least 2-3 years of experience in social media management, public relations, corporate communications, marketing, or similar field

 

  • Proficient in use of Microsoft Office, particularly Word and Outlook

 

  • Graphic design/desktop publishing skills and proficiency in Adobe Creative Suite/Cloud programs preferred, particularly InDesign, Photoshop, and Illustrator

 

  • Knowledge and use of social media management platforms, such as Sprout Social

 

  • Understanding of social media KPIs, web traffic metrics, and SEO

 

  • Excellent verbal and written communications skills and critical thinking skills

 

  • Knowledge of AP Style and ability to proofread

 

  • Able to plan, organize, prioritize, and multitask

 

  • Valid California Driver License

 

Salary Range: $66,900 - $142,800
