The City of Naperville's Water and Wastewater Utility is one of the state's largest combined utility systems, operating both a water distribution system and a sanitary district with wastewater treatment. We seek a skilled professional for the role of Water Supply Supervisor to plan, coordinate and supervise the projects, daily activities and work tasks of the Water Supply Section. As a key member of the Water Distribution & Collection Manager's team, this vital role supervises the operations & maintenance of the City's (remotely located) water supply facilities, including pressure adjusting stations, drinking water storage reservoirs and elevated water storage tanks, booster pumping stations and the City's Emergency Standby Wells System. The Supervisor serves as Responsible Operator-In-Charge of the City's water supply from DuPage Water Commission, with responsibility for adequate water quality, water pressure, and capacity of the water supply system.
The Water Supply Supervisor serves as the key administrator of the computerized preventative maintenance/work orders program, supervises the procurement of parts & outside services needed to operate & maintain Water Supply facilities, process equipment & buildings/stations, and directly supervises four (4) Water Supply Utility Technicians plus two (2) seasonal employees.The Water Supply Supervisor's primary duties are to:
? Demonstrate dedication to (and high-level consistency in) maintaining the utility's compliance with IEPA and USEPA water quality requirements & standards. Work with the utility's Regulatory Compliance Manager to ensure proper sampling, record-keeping, and reporting of the City's water supply.
? Plan and coordinate operational scenarios in response to seasonal and dynamic drinking water demands occurring throughout the distribution system of the City's service areas. Plan, coordinate and assign electrical & mechanical maintenance work projects & tasks based upon detailed communications and priority-setting interactions with the Water Distribution & Collection (WD&C) division manager, the Water Distribution & Metering (WD&M) section supervisor, and with Supply section staff.
? Operate the SCADA system (monitoring and controlling all Water Supply remote facilities), and provide directions for the Wastewater Operations utility technicians who help monitor & operate the Water Supply SCADA system from the Control Room at the Springbrook Water Reclamation Center.
? Supervise and train Water Supply staff, emphasizing and modeling the utility's safety culture (it is our first priority). Coach employees of the Water Supply Section to maintain efficient and effective job performance & communication. Set work performance expectations providing clear & consistent direction to section staff members. Encourage teamwork and provide positive recognition when warranted. Initiate disciplinary action when necessary and develop employee performance improvement plans as required.
? Participate in the selection process for hiring of new Water Supply staff members. Recommend and assist in the implementation of goals & objectives and establish related methods & schedules. Implement policies and procedures, especially as they relate to safety awareness & respectful workplace. Evaluate employee performance.
? Assist in O&M budget preparation. Monitor & administer the Water Supply section's budget expenditures, keeping the WD&C Division Manager regularly updated on progress and needs. Budget for special projects; prepare cost estimates. Supervise procurement procedures and monitor purchases for compliance with City Purchasing rules and regulations. Procure equipment, parts, materials & supplies for remote Water Supply sites.
? Supervise the Water Supply computerized preventative maintenance and work orders system, directing priorities and establishing efficient and effective organization of records and computer databases.
? Provide technical assistance to the WD&C Division Manager and other water utility staff members as directed with respect to special projects and improvements/upgrades for Water Supply stations, drinking water storage structures, buildings, process facilities and grounds.
? Plan, coordinate and monitor the work of outside service contractors and specialized vendors who perform equipment installations, corrective maintenance and repairs which are beyond the capabilities and/or capacities of the Water Supply Section.
Five (5) to seven (7) years pertinent experience in a related operations & maintenance field
Five (5) years experience working with PLCs and SCADA systems
Two (2) years previous successful supervisory experience
Water Supply Class C operator certification.
Excellent communications and interpersonal skills
High School diploma or equivalent
Specialized training associated with the operations of drinking water supply facilities, as well as repair, equipment installation, rehabilitation and maintenance of electrical, mechanical and controls/instrumentation systems and equipment typically found in an advanced drinking water supply system
Valid State of Illinois Class D Driver's License
Preferred candidates will possess:
Experience as Responsible Operator-In-Charge of a large water utility
Advanced education in Engineering, Construction Management, Industrial Technology or related field (for example, an Associate's or Bachelor's degree)
Supervisory experience in a union environment
Hands-on experience with CityWorks or another computerized work order/asset management system
Previous experience with Allen Bradley PLCs and GE IFIX SCADA system
State of Illinois Class B Driver's License
