Salary range: $148,563.74 to $239,832.32

The City of San José Environmental Services Department (ESD) plays a vital role in delivering essential services, including water management, to ensure the city's continued prosperity. ESD is dedicated to delivering world-class utility services and programs to enhance health, the environment, and the economy. The Water Resources Division, within ESD, oversees critical functions such as potable water delivery, recycled water management, stormwater management, and more.

The Deputy Director of Water Resources will lead the comprehensive operations of the Water Resources Division, overseeing two primary utilities: the San José Municipal Water System (MWS) and the South Bay Water Recycling (SBWR). This pivotal role involves strategic planning, operations management, regulatory compliance, budget management, infrastructure development, community engagement, emergency response planning, and technology integration.

Responsibilities:

  • Collaborate with the Director of Environmental Services to develop and implement strategic plans for water resource management.
  • Oversee day-to-day operations, regulatory compliance, and maintenance of water distribution systems.
  • Manage budgets effectively, identify cost-saving opportunities, and allocate resources for infrastructure projects.
  • Engage with the community to address concerns, promote water conservation, and build positive relationships.
  • Develop and implement emergency response plans for water-related crises.
  • Stay updated on technological advancements in water management and integrate relevant innovations.


The ideal candidate:

  • Minimum 6 years of senior-level experience in water resources management.
  • Bachelor's degree in Civil Engineering, Environmental Science, Public Administration, or related field; Master's degree preferred.
  • Level 5 Water Distribution Operator Certification and Level 1 Water Treatment Certification required.
  • Strong understanding of water treatment processes, distribution systems, and safety regulations.
  • Exceptional strategic planning, analytical, communication, and interpersonal skills.
  • Experience in managing water infrastructure projects, budgeting, and emergency response planning.
  • Professional Engineer (PE) license is a plus.
