The Field Services Supervisor oversees the City’s Cross-connection Control Program, meter reading, meter maintenance, meter installs final readings, meter billing problems, customer utility concerns, water quality complaints and meter shop inventory. This position will supervise the Field Services Technicians and provide oversight for meter testing ensuring crew safety while testing. Maintenance repairs for water leaks and register replacements, service turn-on/turn-off, and other meter maintenance requirements. This team partners with the Utilities Billing Services team.

Essential Duties & Responsibilities
Coordinates field unit operations related to collection and/or distribution system maintenance and contract work; supervises staff including planning, assigning, and evaluating work; convenes and facilitates staff meetings; trains and coaches employees; directs crew operations at work locations; ensures that equipment is maintained; and ensures compliance with safety and applicable operational rules and regulations.
Serves as a technical consultant and problem solver in the daily course of work in the office or field. Performs the most complex and difficult work assignments; troubleshoots the most complex and escalated issues; and schedules repairs by outside vendors.
Manages the Federal/State of Colorado Heath Department and City of Englewood Cross-Connection/Backflow Ordinance. Performs backflow/cross-connection prevention duties, investigates water quality and safety issues, inspects plumbing systems for degree of hazards, and advises customers of device requirements. Turns off customer’s water service for failure to comply with ordinances.
Monitors the meter shop and its equipment. Assists with preparation of bid proposals. Maintains inventory of water meters, electronic reading devices, and meter pit and curb stop repair parts.
Keeps the State of Colorado meter test tanks certified for testing all meters that are to be installed in the City of Englewood, and for re-testing for customers on high bill complaints.
Manages the computer meter reading program and uploads the information to the main computer for billing. Generates reports, logs meter readings for computer update and billings. Sets up meter routes and renumbers older routes when needed.
Coordinates the preparation of and/or prepares, reviews, and/or maintains reports, records, work orders, logs, and documents; updates and maintains databases and online systems; reviews work prepared by staff; identifies and resolves discrepancies; and ensures work is accurate, complete and in compliance with applicable regulations, policies, and procedures.
Responds to customer inquiries, problems and complaints. Investigates water waste, and possible water main and service leaks. Meets with customers for new meter requirements/installation.
Monitors supply inventory and equipment levels; determines materials needed; researches price and vendor information; makes and/or approves procurement recommendations.
Coordinates with vendors, contractors, City departments, and/or external agencies to order supplies; provides technical assistance; assists with planning departmental operations; assists with implementing projects; and responds to and handles escalated and the most complex customer service issues.
Investigates the majority of water quality complaints and concerns within the city. Collects water samples and tests, if needed, for water analysis.
Installs, maintains, repairs, replaces, and tests and calibrates water meters.
Records and releases liens with the county and maintains permanent records, both written and computerized.
Other Duties & Responsibilities
Fills in when needed for Field Service Technicians.
Performs other duties as assigned and required.
Education: High School Education or GED
Work Experience: Minimum of 3 years of meter reading; 2 plus years of cross-connection experience. Previous supervisory or lead worker experience desired.
Certifications and/or Licensures: Water Distribution Class I; State of Colorado Certification on Backflow and Cross-Connection, must obtain within 6 months of hire.
Required Driver’s License: Valid Colorado driver’s license and a clear or acceptable MVR
An equivalent combination of education, training and relevant job experience may be substituted.
