An Engineering Manager job is available with The City of Fort Worth Strategic Operations’ Facility Planning and Asset Management Section. This section is responsible for strategic frameworks related to facility asset management, facility planning and overarching strategic analytics of the department’s facilities.  This position will also help in promoting the Utility’s mission, vision and values through the full, cost-effective service life of all assets. This manager reports to Fort Worth Water Department’s Strategic Ops’ Assistant Director.

The Engineering Manager skill requirements include:

  • Good knowledge of: utility management and operation system theory, principles, practices
  • Facility asset management experience
  • Experience with public procurement requirements and contract negotiation
  • Facility energy improvements experience related to turbine and biogas.
  • Experience with Water and wastewater vertical facility planning.
  • Interpret and explain City policies and procedures
  • Trouble-shoot complex systems in treatment processes.
  • Establish and maintain effective working relationships.
  • Writing reports/analyzing data; using Computerized Maintenance Management Software (CMMS).
  • Organization and time management.
  • Researching, Problem solving and Critical thinking.
  • Presentation skills to internal and external stakeholder group

This Position qualifies for the following incentives which is separate from the base pay:

  • Sign-On Incentive of $3,500
  • Student Loan Repayment Program in amount of $5,200

The Engineering Manager job responsibilities include:

  • Provide on-going technical support for the gas turbine service contract, biosolids contract and digester gas contract. And provide troubleshooting of technical areas to ensure regulatory compliance.
  • Management of reclaimed water contracts and coordinating with operations related to reclaimed water system’s operations and maintenance.
  • Manage facility asset management plan development and track implementation.
  • Provide technical support to capital delivery project managers assigned to facility capital improvement projects.
  • Lead the Asset Management function and closely interact with other divisions within the Utility that use data generated from various systems (i.e. process, energy and hydraulics process)
  • Facilitate department’s facility master plan
  • Develop project business case evaluations as necessary – research alternatives, conduct studies, write reports, assess equipment conditions, and develop business cases that include life cycle costing and address triple bottom line and other decision – making factors
  • Play an integral role in the Utility’s Capital Improvement Program (CIP) budget process – participate in budget preparation and administration; prepare cost estimates for budget items; monitor and control expenditures. For proposed projects develop budgets, schedules and scope of work
  • Develop the Utility’s long-term vertical asset needs projections ultimately creating an estimate of long-term infrastructure and resulting financial needs
  • Utilize the Utility’s CMMS as part of routine activities. Recommend reports, changes, and/or other software programs or tools that may be beneficial to the success of the Utility’s Facility AM Program
  • Advise and assist the Strategic Ops’ Assistance Director and other divisions on all appropriate issues
  • Assist other divisions to develop Levels of Service for key facility assets, operations, maintenance and other functions within the organization
  • Oversee and coordinate risk framework for vertical assets
  • Assist other divisions to make recommended improvements for facilities’ operations.
  • Manage a section of engineers and technical staff, with an ability to prioritize, delegate, and complete work responsibilities assigned to section.
  • Collaborate with other divisions on annual stat report
  • Communicate clearly and effectively, both orally and in writing.
  • Negotiate and resolve sensitive and controversial issues.


Minimum Qualifications:

  • Bachelor's Degree from an accredited college or university with a major in civil or mechanical engineering
  • Five (5) years of increasingly responsible engineering construction management experience
  • Two (2) years of administrative and supervisory responsibility

Preferred Qualifications:

  • Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration as a Professional Engineer within the State of Texas within six months of employment.
  • Valid Texas driver's license.
  • At least ten (10) years of progressively responsible experience in engineering in a water and/or wastewater utility environment, at least five (5) of which include working in a management /supervisory capacity
