The ideal candidate will have strong technical analysis, problem solving and project management skills, will be detailed oriented, have strong writing skills, and have the ability to manage multiple complex planning projects. The successful candidate will be able to interpret and implement regulations and legislation related to water and wastewater utilities and will have experience presenting complex subjects to policy makers and members of the public.
This is an assistant department head level classification in the Santa Rosa Water Department. Responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility. This class provides assistance to executive management on a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, City functions and activities, including the role of the department's Board of Directors and the City Council, and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing divisional planning and operational goals and objectives and for furthering City goals and objectives within general policy guidelines.
Examples of Duties and Responsibilities
- Plan, organize, control, integrate and evaluate the work of the Engineering Resources Division; develop, implement and administer comprehensive programs, ensure programs are designed to meet legal requirements and City needs; direct and manage the work of staff supporting comprehensive program areas;
- Plan, manage, and oversee the daily functions, operations and activities of the Engineering Resources Division;
- Develop, direct and coordinate the implementation of goals, objectives, policies, procedures and work standards for the department; establish, within City policy, appropriate service and staffing levels;
- Manage and administer the division's budget; direct the forecast of additional funds needed for staffing, equipment and supplies; direct the monitoring of and approve expenditures; direct the preparation and implementation of budgetary adjustments;
- Select, train, mentor, motivate, and direct department personnel; evaluate and review work for acceptability and conformance with department standards, including program and project priorities and performance evaluations; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; respond to staff questions and concerns;
- Provide day-to-day leadership and work with staff to ensure a high performance, customer service-oriented work environment which supports achieving the department's and the City's mission, strategic plan, objectives and values;
- Oversee and administer the Division's information management systems; compile and maintain appropriate data sets for the purpose of water resource analysis; ensure that research and forecasting methodologies utilize optimum research techniques;
- Coordinate the legal and negotiation processes relevant to department operations in a variety of program areas; review, prepare and approve right of way plans and legal documents;
- Analyze proposed state and federal laws, regulations and court decisions for their impact on City practices and operations; recommend and implement policy and procedure changes consistent with requirements;
- Manage and conduct project management and planning activities; lead and guide project teams in the execution of engineering projects; develop work plans consisting of mission, objectives, scope of work, budget, schedules, and baseline requirements; identify critical issues and recommend solutions to manage risks;
- Initiate solicitations, including requests for proposal and sole source requests to provide materials and services; coordinate and participate in the evaluation of submittals; negotiate and execute contracts; prepare and submit Board Agenda items for contract approval; administer and manage contracts ensuring compliance with all requirements;
- Supervise the development of professional engineering studies; develop and review technical staff reports; may present information to the Utility Board, City Council and various commissions, committees, and boards;
- Serve as a liaison to other City departments, divisions, and outside agencies; represent the City with outside agencies and community groups; negotiate and resolve significant and controversial issues;
- Attend and participate in professional group meetings; stay abreast of new trends, laws, regulations, and innovations in the field of water resources; research emerging products and enhancements including integrated systems solutions and their applicability to City needs;

Experience - Five (5) years of professional civil, electrical, systems control, mechanical, capital projects, or related engineering experience, including two (2) years of supervisory experience.
Education - Equivalent to graduation from an accredited four-year college or university with major course work in civil, electrical, mechanical, or systems control engineering, or a related field.
Incumbent primarily works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Incumbent also works in the field and may occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, confined spaces, road hazards, vibration, mechanical and/or electrical hazards, and/or hazardous physical substances and fumes. Employees may interact with difficult or challenging staff and/or public and private representatives in interpreting and enforcing City policies and procedures.
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City project/development field sites, including traversing uneven terrain, climbing ladders, stairs, and/or other temporary or construction access points, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.
The incumbent makes public appearances in the evenings and occasionally works on holidays and weekends.
