Salary: $9,510 - $12,301. per month

The ideal candidate will possess the following:
•Has extensive experience keeping an organization in compliance with regulations of regional, state and federal agencies such as the state's Regional Water Quality Control Board, and Air Quality Board and with NPES permits.

•Has sufficient experience, preferably at a supervisory level, in one or more of the following areas: pretreatment programs, NPDES Permit compliance for waste water and/or storm water, environmental laboratory operations
The Selection Process: The selection process will consist of a careful review of applications, including the supplemental questionnaire, and those applicants who have submitted a complete application that demonstrates a strong match to the experience and qualifications desired will be invited to continue in the selection process which will include an oral appraisal interview. The oral appraisal interview is tentatively scheduled for the week of March 27, 2019.

Required Qualifications:
Knowledge of: Principles and practices of water quality monitoring, analysis and reporting; environmental laboratory operations, industrial pre-treatment regulations, monitoring and enforcement and overall environmental compliance issues faced by the Water Department; techniques and equipment used in environmental laboratory analysis; local, state and federal regulations related to water quality, wastewater discharges, recycled water reuse, storm water discharges, air quality, hazardous materials/waste management; sampling and reporting, environmental laboratory operations, and pre-treatment monitoring and enforcement, and storm water and creeks management; principles and practices of leadership, program management, administration, and personnel management; budget development and administration; organization, function, role and authority of a Public Agency Board of Directors and City Council; practices of research, analysis, making sound recommendations, and preparing clear, concise and complete correspondence; applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility; techniques for effectively representing the City in the course of business with governmental agencies, community groups, professional, educational, regulatory, and legislative organizations; City personnel rules, policies and labor agreement provisions; modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

Ability to: Provide administrative, management and professional leadership for the City and the department; recommend and implement goals, objectives, and practices for providing effective and efficient environmental programs and projects; plan, organize, assign, review, train, and evaluate the work of staff; prepare clear and concise reports, correspondence, policies, procedures, and other written materials including Board and Council agenda items; interpret, apply, explain, and ensure compliance with complex environmental regulations and applicable federal, state, and local policies, procedures, laws, and regulations, conduct complex research projects, evaluate alternatives and make sound recommendations; effectively represent the department and the City in project contract negotiations and meetings with individuals, Board of Public Utilities, City Council, governmental agencies, community groups, various businesses, professional and regulatory organizations; use tact, initiative, prudence and independent judgment within general policy, procedural and legal guidelines; effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of tasks; establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience – Five (5) years of responsible regulatory, environmental or related experience in one or more of the following areas: environmental permit programs; environmental laboratory operations; water quality monitoring and reporting; storm water management and watershed restoration; or industrial pre-treatment including two (2) years of direct supervisory experience, to demonstrate possession of the knowledge and abilities listed above; Education – Equivalent to graduation from an accredited four-year college or university with major course work in environmental or civil engineering, environmental science/studies, natural sciences, water resources, biology, chemistry, public or business administration, or closely related field.
