The Central Lake County Joint Action Water Agency (CLCJAWA) is seeking qualified applicants for an Operations Director position at its 50 MGD surface water treatment plant.

CLCJAWA is a state of the art surface water treatment facility that wholesales water through 55 miles of transmission main to 13 member communities in central Lake County with a population of over 250,000. CLCJAWA utilizes ozone, biologically active carbon filtration and ultraviolet light disinfection in its water treatment process. CLCJAWA participates in the Partnership for Safe Water program and has received the Water Treatment Excellence award for several consecutive years. Position Summary

This position is responsible for supervisory and administrative work in the operation of the water treatment facility, raw water pumping station, booster pumping station and transmission system.

Work involves responsibility for regulatory compliance, planning, organizing, directing, optimizing and measuring performance of activities related to the operation and maintenance of the Agencies facilities and equipment. Supervision is exercised over a department management team consisting of Operations, Maintenance, Transmission System, Technology and Laboratory supervisors. Work is performed with considerable independence within the framework of policies and governing laws and regulations. Work is reviewed by the Executive Director through frequent meetings and analysis of records and reports.

 

Plans, assigns, schedules and supervises the work of assigned supervisory staff; assists in the preparation of budget requests and controls expenditure of allocated funds.

 

Coordinates compilation, supervises, inspects and reviews operating and maintenance records and reports. Assures regulatory compliance.

 

Conducts inspections of equipment and facilities; takes appropriate action to ensure maximum operational efficiency of equipment..

 

Requisitions materials, supplies and services as required and in compliance with CLCJAWA by-laws.

 

Works collaboratively with internal and member community staff to assure the production and delivery of high quality water with minimal service interruptions.

 

Contributes to and attends Executive Committee and Board of Director Meetings

 

Assists the Executive Director and performs other work as assigned.

Requirements

Achievement of a baccalaureate degree in engineering, public administration or a related field and experience in a supervisory capacity which provides the following knowledge, skills and abilities:

Thorough knowledge of the principles, practices, and methods related to the treatment of water.

Thorough knowledge of the functions and servicing requirements of mechanical equipment and machinery common to water treatment facilities.

Thorough knowledge of the hazards and regulatory safety requirements and practices that pertain to supervised employees.

Thorough knowledge of laboratory techniques and standard quality and process control tests.

Ability to plan, assign, and supervise the operation and maintenance of a water purification plant facility.

Ability to maintain records and reports.

Ability to establish and maintain effective working relationships with others, including effective, timely, and respectful communication and interactions with all staff, citizens, vendors, and customers.

Excellent writing, public speaking and oral communications skills.

Skill in the use of computers, computer maintenance management systems, GIS, spreadsheets and document programs; has the ability and desire to continually gain new technology skills and learn new software programs.

Seeks and participates in ongoing training and continuing education programs.

Must possess a valid driver's license at all times.

Must possess or have the ability to obtain an Illinois Operator Class A license.
