The City of Signal Hill Public Works Department is looking for qualified applicants for the position of Public Works Water Systems Superintendent. Under general direction, performs administrative and supervisory responsibilities in the planning, organizing, staffing and the operations of the Water Division of the Public Works Department including water construction and maintenance, water production, storage, treatment and distribution operations, field staff and facilities, including wells, pumps, reservoirs and appurtenances; responds to emergencies as necessary; and performs related duties as required.

The City of Signal Hill, 2.20 square miles with approximately 11,600 residents, is a well-balanced, financially sound, and economically diverse community. The Public Works Department is responsible for providing reliable, well-maintained public facilities and essential services that are depended upon in the daily lives of residents and the business community.

MINIMUM QUALIFICATIONS:
High school diploma and six (6) years of full-time progressively responsible experience in water operations involving the construction, operation and maintenance of water production, treatment and distribution projects, including two (2) years progressively responsible supervisory experience in the construction, operation, and maintenance of a water utility system. 

A valid Class C California driver's license is required. (Class B California driver's license must be obtained within the first 12 months of employment.)

CERTIFICATION REQUIREMENTS:
Possession of a California Department of Public Health Water Treatment Plant Operator Grade II certificate required to apply. (A Grade III Water Treatment Plant Operator certificate must be obtained within the first 12 months of employment.)

Possession of a California Department of Public Health Water Distribution Systems Operator Grade III certificate required to apply. (A Grade IV Water Distribution Systems Operator certificate must be obtained within the first 12 months of employment.)

EXAMPLE OF DUTIES:

  • Serves as a working supervisor of the Water Division, supervise Water Division operations and maintenance crews, and advise on work assignments and priorities.
  • Plans, organizes and directs divisional operations including the construction, operation and maintenance of the water production and distribution system, and water quality and cross connection program.
  • Directs oversight of related CIP water projects and participate in the preparation and implementation  of Department's CIP associated projects by making  work and budget recommendations, review plans, estimating time, material, and costs; providing technical input and assisting the Engineering staff as directed.
  • Responsible for plan checking designs, recommending equipment and material selection, overseeing the installation of new water facilities such as mains, services, wells, treatment equipment, reservoirs and pumps.
  • Monitors and adjusts flow of imported water; monitors telemetering equipment and makes recommendations for system improvements; performs water audits; monitors laboratory analysis reports for compliance with local, state and federal requirements; identifies system problems; and recommends purchase and/or lease of water rights for the City.
  • Provides technical assistance and consults with other departments on matters pertaining to water standards and maintenance; supervises and oversees compliance with Federal, State and local water quality standards.
  • Prepares the annual operating budget for water programs; submits requests for materials, tools, equipment and other supplies as needed; prepares equipment specifications; maintains expenditure log for materials and services; prepares operations and activity reports; prepares state water quality and water production reports.
  • Inspects, oversees and evaluates operations and maintenance activities of the water programs: oversees the work of contractors; evaluates work products; provides technical assistance; recommends improvements and modifications.
  • Responds to public service calls and complaints relative to water quality, service and water operations; and determines appropriate corrective action.
  • Makes staff hiring recommendations; trains, assigns, reviews and evaluates work of assigned staff; initiates corrective and/or disciplinary action; responds to grievances, initiates termination following established personnel policies and procedures.
  • Serves as the Department's representative on various City or intergovernmental boards, committees, and panels as assigned by the Director.
  • Attends meetings dealing with other water purveyors in the region on water system operational matters such as Metropolitan Water District, Central Basin, West Basin, Water Replenishment District, and neighboring cities with which the City has mutual aid emergency service agreements.
