Performs expert level managerial and administrative work directing the operations of the Distribution Division of Saint Paul Regional Water Services (SPRWS). Provides strategic leadership and management for the Division. Develops divisional policies and budget. Oversees employee staffing, development, performance management and measures, training, discipline, and related human resources activities for the Distribution Division. Directs, plans, and manages the water distribution system to ensure the efficient installation and maintenance of a safe and continuous supply of raw water to the plant and processed water to the customer's system. Ensures compliance with federal, state and local laws, rules, regulations and standards applicable to the division. Prepares specifications for materials and equipment to operate the division. Performs other related duties and responsibilities as assigned.

A Bachelor's Degree in Engineering, Business Administration, Public Administration, Environmental Science, Urban Planning, Construction Management, Business Management, Economics, or a closely related field and five years of progressively responsible water engineering and/or water management experience in the design, planning, operations, and cost estimates for construction and maintenance projects, water distribution systems, and/or waste water conveyance and/or general construction.

Must possess a Class "A" Water System Operator's Certificate, issued by the State of Minnesota, within five years of appointment.

A Master of Science Degree may be substituted for two years of experience. Partial credit for experience will be given for credits toward a Master of Science Degree.

Must possess and maintain a valid Minnesota Class D Driver's License or equivalent out of state driver's license.
