The Town of Yountville seeks a dynamic, enthusiastic and hard working individual with a passion for public service to provide professional level management and administrative support to our Utility Operations Department. ?Yountville has a lean organizational structure, and our employees exhibit a “can do” attitude while taking a hands on approach to deliver a high touch level of services to our residents, visitors and businesses. ?This division performs both operations and maintenance in and around the wastewater treatment plant, recycled water distribution system, the wastewater collection system, water distribution system and well operations. Projects large and small are often completed by in-house staff. ?The Town of Yountville's Public Works Utility Operations Division is seeking a hands-on leader to use good judgment, must have excellent communication and customer service skills and is willing to work in a lean organization where employees must perform a variety of tasks within the Public Works Department which includes, reporting as required to "regulatory agencies", understands and has a working knowledge of GIS, asset management, and SCADA. Safety, teamwork, and collaboration are essential elements in daily operations.

ABOUT THE UTILITIES DIVISION  This division is responsible for eight miles of sewer collection system, a 1.6 million gallon per day (MGD) wastewater pump station, a .55 MGD (avg. dry weather flow) tertiary wastewater treatment plant and a five mile recycled water system with five irrigation customers. A water distribution system that includes 10.7 miles of distribution main, 832 service connections including 30 out of town customers. This division is also responsible for an emergency well.

The Town of Yountville is looking for candidates with the attitude and aptitude to make a positive impact on the organization that is committed to continuous improvements and excellent customer service for internal and external customers. The Utility Operations Supervisor/Manager will plan, organize, and review the activities of the water distribution, wastewater collection, wastewater treatment, and recycled water operations in the Public Works Department. Manage, supervise, and participate in a wide range of maintenance and repair related projects involving public infrastructure for water and wastewater. May, at the determination of the Town Manager or Public Works Director, be assigned to other potential utility operations such as photovoltaic systems. Will coordinate equipment maintenance in compliance with all applicable regulatory operational, procedural, and budget guidelines.

Supervision Exercised Supervises the Utilities Operator-in-Training, Utilities Operator I and Utilities Operator II assigned to the Utility Operations Division and/or provides indirect or direct supervision to other Public Works Department Maintenance Workers, mechanics, custodial support staff, clerical support staff, temporary and/or contract personnel, as assigned Plan, direct, coordinate, supervise and review the work of assigned crews in various locations engaged in water treatment and/or wastewater maintenance, repair, installation, construction, and vehicle maintenance. Review, approve and may prepare requisitions for necessary equipment, material and supplies within purchasing authority. Prepare equipment and bid specification documents for review and approval by the Public Works Director. Complete, submit and maintain a variety of records and reports including time and materials recording, work reports, annual recycled water report, and cost records. Wastewater and Water reports as required by regulatory agencies, permits and policies.

 Experience/Education  At the Supervisor level, four (4) years of increasingly responsible experience in public works/utility operations maintenance and repair at a journey or lead level, including at least two (2) years of administrative and supervisory responsibility. At the Manager level, graduation from an accredited four-year college or university is highly desired, with at least six (6) years experience in a supervisory/management position and experience in the public works/construction trade industry.

Salary & Benefits

CalPERS Retirement:?2% @ 55 formula for CalPERS for classic members, 7% member contribution paid by employee. 2% @ 62 formula for new members, member contribution paid by employee.
Health/Dental: Health 90% of premium paid by Town up to amount of Kaiser Health Plan; 100% Dental paid by Town. Deferred Compensation: Up to 7% contribution by Town to match employee contribution.
Vacation Leave: A minimum of 10 days annual paid vacation leave.
Administrative Leave: 80 hours annually
Sick Leave: 12 days annually
