Essential Duties and Responsibilities:

  • Manages and supervises professional and technical staff. Supervisory duties include assigning, training, reviewing and planning work of others. Monitors performance standards, coordinates activities and allocates staff. Recommends new hires, transfers, promotions, and salary increases. Trains and mentors staff on sound planning practices.
  • Determines staff workload responsibilities and resource allocations.  Develops and monitors staff responsibilities, duties and resource allocations.  Acquires necessary resources for staff to perform functions.
  • Manages the Water Resource Program for water resources planning and design projects; and provide support and oversight as may be needed during project construction. Manages project budgets and supervises consultants. Provides contract administration, coordinates stakeholder meetings, updates Town Council, the Water Commission, regional workgroups, oversees budgeting and financial management of projects.    
  • Advances policy ideas related to the Water Efficiency Program. Develops the annual framework for conservation rebates. Oversees correspondence and information updates to Town Council and Water Commission.
  • Recommends, manages and investigates the acquisition of water rights. Manages special water counsel through settlement and court proceedings to change and use water rights. Provides recommendations to operations division on the appropriate use of and timing of use of water rights. Coordinates with the Water Commissioner and department of Natural Resources on water rights issues.
  • Maintains involvement in critical local and regional water partnerships, such as South Metro Water Supply Authority, South Metro WISE Authority, Chatfield Reservoir Management Company and Cherry Creek Project Water Authority.
  • Communicates with all levels of Town staff, outside agencies and citizens. Represents the Town in negotiations for water supply acquisitions and agreements with other water utilities and agencies.   
  • Gathers and interprets a variety of information to implement solutions related to the acquisition of future water supply for the Town. Ensures recommendations and decisions support the Town’s Water Resources and Water Efficiency Master Plans.
  • Exercises independent judgment in selecting and interpreting information, resolving complex problems and recommending solutions. Finished work is reviewed for attainment of objectives and adherence to deadlines.  
  • Performs other duties as assigned or as necessary.

 

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.


Education:  Bachelor’s of Science degree in Engineering or a closely related field

Experience: Five (5) years of experience in water resources management or closely related experience, including two (2) years of supervisory experience; or an equivalent combination of education, training, and experience. 

Licenses and/or Certifications Required: A valid Colorado driver's license

Preferred Qualifications: 

  • Colorado Professional Engineer's license (PE)
  • Experience with Water Rights investigation and acquisition
  • Master's Degree in Engineering or a closely related field 


Knowledge, Skills, and Abilities:

  • Advanced knowledge of the principles and practices of water resources engineering, municipal water supply, civil engineering and Colorado Water Law.
  • Ability to exercise sound judgment and make independent decisions in accordance with established policies and procedures.
  • Ability to supervise, evaluate and delegate.
  • Experience in planning and design of municipal water supply systems.
  • Project management experience with water and/or wastewater infrastructure systems.
  • Excellent written and verbal communication skills with all staff levels and backgrounds.
  • Working knowledge of office software (MS Word, MS Project, Excel, and PowerPoint). 
  • Advanced knowledge and ability to read and understand contractual agreements, technical reports, drawings and specifications.
  • Ability to apply Town standards and polices to the management of projects.
  • Communicates with all levels of Town staff, outside agencies and citizens. Represents the Town in negotiations for water supply acquisitions and agreements with other water utilities and agencies.   
  • Ability to establish and maintain effective work relationships with citizens, landowners, developers, water utilities, outside agencies, contractors, Town staff and project stakeholders.
  • Ability to negotiate and interpret legal agreements and contracts.
  • Ability to understand Colorado Water Law.
  • Ability to make appropriate independent decisions and provide solutions to complex problems. 
  • Ability to conduct site visits related to water resource planning and to attend out of office meetings. Travel throughout the state may be required.
  • Ability and willingness to follow-up on issues until final resolution is achieved.  

Physical Demands:

  • Sedentary work for long periods of time
  • Occasional physical work lifting no more than 10 pounds 
  • Occasional lifting, carrying, walking and standing
  • Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
  • Frequent hand/eye coordination to operate personal computer and office equipment
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens 

Work Environment

  • Works primarily in a clean, comfortable environment
  • This position will conduct on-site project evaluations and attend out of office meetings

Equipment Used: 

  • Uses standard office equipment including a personal computer system
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
