Summary

The Operation and Maintenance Specialist (O&M Specialist) will be responsible for various activities in support of USW Utility Group (USWUG). The O&M Specialist performs high level support of the management, start-up, due diligence, business development, operations and maintenance (O&M) of water and/or wastewater treatment plants, collection and/or distribution systems, and public works projects on an as needed basis.

Functions:

  • Responsible for the management of O&M of the facilities, develop and adjust monitoring plans, develop and adjust standard operating procedures (SOP), budgets, and schedules for anticipated work and equipment; authorize purchases within limits of authority; monitor and control budget for assigned program.
  • Ensures water, wastewater, and public works systems are in compliance with federal, state, local, and company regulations; coordinates with regulatory entities to ensure compliance.
  • Completes paperwork in an accurate and timely manner including the reporting of monthly operating summaries, state permit reports, and any additional reports as required. Meets with the general public, public agencies or community organizations in order to promote or maintain favorable public relations, if necessary.
  • Meets with potential and/or existing clients in order to promote or maintain favorable relations, if necessary.
  • Assign, plan, schedule, inspect, and evaluate work of subordinates; maintain work and personnel records; enforce personnel rules; assist with the resolution of employee relations issues.
  • Prepare, monitor, and adjust emergency response plans to accommodate specific projects.
  • Collaborate with internal staff to coordinate scheduling, establish program priorities and evaluate specific program requirements.
  • Responsible for keeping site and grounds at plants clean and neat.
  • Responds to emergency calls at all hours.
  • Ensure staff is complying with applicable safety rules and regulations; Performs work safely in accordance with departmental safety procedures and operates equipment safely. Reports any unsafe work condition or practice to supervisor.
  • Must be self-motivated, demonstrate ability to work with little to no daily supervision, and be able to effectively manage his/her own time and priorities.
  • Performs other related and non-related duties as assigned.

Education:

High school Graduate or GED; Prior work experience in a management setting of water and/or wastewater projects and/or public works in a contract operations project is highly desirable.

Reporting Relationship:

The O&M Specialist reports directly to the State Manager - Texas.
