THE POSITION:  Under direction of the Supervisor, will lead the work of a crew and perform skilled manual labor daily in the maintenance and repair of water production and distribution systems.  The Water Maintenance Leadworker will supervise and participate in the installation, repair, and replacement of water pipelines and a variety of maintenance craftwork.  Assist the Supervisor in the formulation and implementation of related programs.  May act within the scope of responsiblity given in the Supervisor's absence.  Perform related work as required.
$28.48 - $35.02 Hr $4,937 - $6,070 Month

Job Characteristic:  Works a varying schedule of hours which may include mornings, nights, weekends and holidays.  Respond to emergency calls on a standby and call back basis.  Employee must be able to respond to emergency calls within a thirty (30) minute period.  Performs skilled manual labor daily in the maintenance and repair of water production and distribution systems.


  • Confer with Supervisor on work projects and assignments.
  • Schedule and assign crews; assist in selecting personnel.
  • Instruct crews in proper use and care of equipment and in proper safety procedures.
  • Advise consumers regarding water service and quality.
  • Prepare reports, maintain records and request materials.
  • Assist in yearly Water Division budget preparation.
  • May conduct inspections of water construction and repairs.
  • Write employee reviews.
  • Monitors and controls amount of chlorine and phosphate added to the water system.
  • Monitors and regulates flows at the Metropolitan Water District connection, booster stations, sewer lift stations, and interconnects with other water suppliers.
  • Monitors and regulates reservoir levels.
  • Operates water system manually or through a SCADA control system.
  • Order materials and maintain maintenance parts inventory.
  • Perform potable and recycled water service repairs and maintenance work including installing service mains and pipes; determining the location of service connections and the size of pipe needed; and the repair of water mains, services and fire hydrants.
  • Install water meters, fire hydrants, etc.; operate valves and fire hydrants.
  • Turn on/off booster pump engine.
  • Dig ditches and holes with power and manual equipment.
  • May transport tools, division personnel and equipment from job to job by truck.
  • Use fire hydrants and blow-off assemblies for flushing water system.
  • Answer customer complaints and questions.
  • Assist in work at sewer lift stations.
  • Collect water samples as directed.
  • Operate water truck, backhoe and dump truck.
  • Respond to hazardous material spills.
  • Perform data entry into computers.
  • Investigate high bill complaints and perform follow-up work if necessary.
  • Lift and/or move heavy objects safely.
  • Operate a digitized handheld device to read water meters and record related data.
  • May turn service off for nonpayment of charges; turn service off at customer’s request, or on for new occupants.
  • Operate a field radio.



Knowledge of:

  • Methods, practices, tools and equipment used in water works maintenance and construction  projects.
  • Soldering, welding, operation of backhoe.
  • Water quality, treatment requirements, chlorine and chloramine use.
  • Water pump operation, system hydraulics, valves and pumps.
  • Safe work practices, including safe use of chlorine gas.
  • SCADA and personal computer operation.
  • Health standards for potable water.
  • Sampling methods and techniques.
  • Basic understanding of sewer lift stations and water pumping stations.
  • Basic water hydraulics and mathematics.
  • Basic computer operation.
  • Customer service techniques.

Ability to:

  • Assign, train and supervise personnel.
  • Perform heavy manual labor and work outdoors under adverse weather conditions.
  • Operate a variety of water maintenance tools and equipment.
  • Prepare reports and communicate effectively.
  • Prepare material estimates as needed.
  • Obtain Class “B” license for water and dump truck operation.
  • Maintain cooperative working relationships with employees and the public.
  • Wear Class "A" suits, full-face respirators and self-contained breathing apparatus.  Incumbents must be clean-shaven in such a manner so as not to interfere with the seal of respiratory protective equipment (California Code 5144).
  • Promptly identify water-related problems and those relative to sewer lift stations.
  • Use a computer for data entry, ordering materials, and creating reports and spreadsheets.
  • Understand and carry out oral and written directions.
  • Exercise independent judgment.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:  While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel, or operate objects, tools, or controls and reach with hands and arms.  The employee has full exposure to the elements, drive a vehicle on City business, and may crouch, sit, stand and walk significant distances on a regular basis.  The employee is occasionally required to walk on slippery and/or uneven surfaces, sit, climb, or balance, stoop, kneel, crouch, or crawl; and smell.  The employee is also required to perform strenuous physical labor for extended periods of time requiring physical strength, dexterity and endurance.  When in the field, the employee may be exposed to vegetation, dust, soil and vehicular traffic.  The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The employee regularly works in outside weather conditions exposed to direct sunlight, heat, humidity, rain, wind and cold.  The employee frequently works near moving mechanical parts, vibration, and automotive traffic while working in and around streets, curbs, gutters and median strips.  The employee is exposed to noisy equipment such as backhoe, compressor, jackhammer, motorized cut off saw, chain saw, diesel engines and other various hand-held power tools.  The employee is occasionally exposed to fumes, airborne particles, toxic or caustic chemicals, vehicle or machinery exhaust fumes, dust, engine grease and oils.
TRAINING AND EXPERIENCE:  Any combination, which would provide the required knowledge and abilities.  A typical way to obtain these would be:  education equivalent to graduation from high school, four (4) years journey level construction and maintenance experience in a water utility, with at least one (1) year in a supervisory capacity.
Required Licenses and Certificates:
A State of California Water Resources Control Board:  Water Distribution Operator Certificate (D3) and Water Treatment Operator Certificate (T2) are required.  A valid California driver's license is required.  Possession of a Class B driver's license is desirable by the end of the probationary period.
