The Passaic Valley Water Commission (PVWC) is one of the largest and oldest water agencies in the Northeast. They are a public drinking water supplier owned by the cities of Paterson, Clifton, and Passaic. Their 225 employees supply water to nearly 800,000 people with demand averaging approximately 80 million gallons per day to the municipalities of Paterson, Passaic, Clifton, Prospect Park, Lodi, and North Arlington, and 22 wholesale customers.

PVWC owns and operates the Alan C. Levine Little Falls Water Treatment Plant, which underwent an extensive upgrade in 2001 to use ozone technology for treatment. It was the largest drinking water treatment plant in the world employing this technology, and it remains a model for treatment operators from around the world to emulate. Their process is tuned for optimum treatment of the nature of their water supply to remove particulate matter, pathogenic bacteria, and organic contaminants. 

PVWC has approximately 65,000 service connections. Their system also includes over 650 miles of mains ranging in size from 4 to 51 inches in diameter, 3,000 fire hydrants, a complete meter repair and testing department, two maintenance yards and warehouses, and a corporate office. They operate three finished water reservoirs with a combined storage capacity of 250 MG, and they are evaluating adding an additional 75 MG. PVWC has removed more than 34,800 utility-owned lead service lines since the 1980’s, and they anticipate having the remainder replaced by the end of 2021. Their Lead Service Line Replacement program offers replacement solutions for customer-owned service lines.

Requirements

Opportunity:

The Executive Director’s primary responsibility is to ensure the delivery of safe, clean drinking water to their customers. This will be accomplished by a strong and fair leader and communicator who balances the operational and technical responsibilities of this position. The ED will accomplish their goals through exemplary operations management, applying progressive human resources practices, employing qualified team members, practicing sound financial management, and effective planning.  This person will establish and maintain strong communication systems with PVWC’s seven Commissioners, their customers, the communities they serve, and state and federal regulatory agencies. This person will be the public face and key representative for PVWC, so they will regularly communicate with their customers and the media.

This person will inherit a financially stable agency with an excellent bond rating that already has a rate increase approved to fund upcoming infrastructure projects. The ED will use their business and technical acumen to manage an aging infrastructure system that covers a large geography. PVWC’s most significant upcoming capital work will address their three uncovered finished water reservoirs. Construction should start on the tanks to replace the Levine Reservoir this year, and planning and design has already started on the initiative to replace the New Street Reservoir. Additional aspects of their capital plan include a generator project and replacing 650 miles of water main.

The ED's team includes supervisors for Maintenance, Pumping, Puri?cation, Distribution, and the Laboratory. This person will evaluate and recommend appropriate changes to their organizational structure to ensure it is prepared to accomplish PVWC’s goals to continue to provide safe water in an e?cient and cost-e?ective manner. This person will set and lead a corporate culture of transparency where all employees feel valued, respected, and treated fairly. The ED will have the leadership skills necessary to create a positive work environment that will bring people together in their mission to treat and supply water. This person will work with their team to ensure policies and manuals promote safety, equality, and opportunity.
