Bureau Head/Operations Director

Salary: $113,196 - $186,856 (Salary commensurate with experience)

The Baltimore City Ordinance 18-111, Section 1 (B) requires that all agency heads who report directly to the Mayor and any AT-Will supervisory employees who report directly to the Mayor or to the Head of an Agency must be a resident and registered voter of the City of Baltimore throughout their term of office. Section (B) (1) allows candidates(s) prior to appointment, the opportunity to sign a Declaration of Intent to become a city resident and registered voter within (6) months of the effective date of their appointment.

The City of Baltimore, Department of Public Works is seeking a highly qualified, results-oriented professional to serve as the leader for the Bureau of Water & Wastewater.

Qualifications: The person selected for this position (reporting to the Director of the Department of Public Works) must demonstrate highly developed executive leadership skills, public administration acumen and the ability to lead a large municipal utility organization. The successful candidate must have a bachelor’s degree in Business Administration, Public Administration, Engineering, or a related field and a minimum of ten years of experience in utility administration, operations and management. Governmental or utility experience is desirable. Preference will be given to candidates with an advanced degree and/or a Professional Engineer license.

The position will have operational oversight of the municipal water supply and wastewater treatment, service restoration and utility maintenance, and customer service and water billing to Baltimore City and the surrounding counties. The Utility is financially independent and has an operating budget under The Department of Public Works of $491,000,000 and an annual capital budget in excess of $400,000,000; with approximately 1,700 fulltime employees within multiple functional divisions and offices. Other duties include but are not limited to communication with the Mayor, City Council, Maryland Department of the Environment, the U.S. Environmental Protection Agency and other regulatory bodies, Baltimore City agency heads, various elected officials at local, state, and federal levels, as well as interaction with inter-jurisdictional body representatives. In addition the successful candidate will represent the Bureau at and/or on various municipal meetings, hearings and boards.
