DEFINITION
Provide technical assistance, expertise and implementation of programs to assure City compliance with National Pollution Discharge Elimination Systems (NPDES) permits, including the current Western Washington Phase II Municipal Stormwater Permit requirements, and implementation of the City's Stormwater Management Program (SWMP) Plan.

DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class within the Surface Water Program Specialist series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, greater independence of work performed, and the complexity of duties assigned. Employees within this class perform the most difficult and responsible types of duties assigned to classes within the series including responsibility for NPDES Permit compliance and reporting.

SUPERVISION RECEIVED AND EXERCISED
Receives supervision from the assigned supervisor or manager.

EXAMPLES OF DUTIES:
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions:
1. Manage the City's Western Washington Phase II Municipal Stormwater Permit (Permit) programs; prepare Permit Annual Reports, Stormwater Management Program (SWMP) Plans and other documentation as needed to comply with Permit conditions; represent the City at regional stormwater workgroups, and assist in coordination as needed for compliance with Permit requirements within the City.
2. Develop, implement and manage internal Permit compliance strategies including department training, record keeping and enforcement processes.
3. Develop and maintain knowledge and understanding of current Permit requirements and regulatory trends necessary to function as the City's subject matter expert.
4. Identify and investigate sources of pollutants entering stormwater and surface water systems; educate property owners and enforce elimination of pollutant sources through appropriate means; communicate extensively with customers and monitor improvements to ensure effectiveness.
5. Monitor water quality of surface waters and storm water facilities as needed, and as part of the on-going surface water programs. This includes developing protocols, sampling, lab analysis or sending samples to an external lab, and creating database/spreadsheets to analyze data and monitor trends.
6. Provide technical expertise and knowledge of surface water management to other City departments and divisions; communicate with general public and other external agencies; respond to inquiries related to surface water management programs and activities.
7. Inspect City facilities for compliance with Stormwater Pollution Prevention Plans (SWPPP), Spill Prevention, Control, and Countermeasure (SPCC) Plans and oversee updates of these plans as inspections or regulations require.
8. Conduct thorough and complete research and analysis for use in City documents including staff reports.
9. Establish and implement administrative controls to comply with Federal, State, and County compliance requirements.
10. Respond to pollutant spills: trace source, identify, provide or assist in containment, enforce clean-up, report and document, coordinate enforcement notices, and educate the public. Provide support and training to City staff on tracing source of spill and construction site monitoring.
11. Research private/public storm drainage systems and advise and educate property owners on drainage and surface water quality issues; troubleshoot problems and recommend solutions.
12. Coordinate with agencies at all levels on issues including but not limited to public health, spills, water quality, and dangerous waste.
13. Conduct research and study new methods and applications related to surface water management; make recommendations to management based on best practices, field observations and technical expertise.
14. Manage contracts, develop staff reports, conduct research, create written technical documents, and other coordination and communication as needed in support of essential functions.
15. Assist in emergency response for storms.

QUALIFICATIONS:
Knowledge of:
National Pollutant Discharge Elimination System (NPDES) Permits, including the Western Washington Phase II Municipal Stormwater Permit
Washington State Department of Ecology's Stormwater Management Manual for Western Washington
Water resources, water chemistry, hydrology and water quality sampling and analysis.
Modern principles, techniques and theories of surface water management and control.
Federal, State and local water quality standards, regulations and guidelines.
Techniques of investigating, inspecting and resolving water resources issues.
Water quality monitoring, sampling and analysis techniques.
Pollution sources and pollutants pertaining to surface water including non-point sources.
Effective methods of organizing and utilizing data and equipment.
Oral and written communication skills.
Interpersonal skills utilizing tact, patience and courtesy.

Ability to:
Perform field work as required.
Understand engineering drainage plans.
Read and interpret Federal and State water quality rules and regulations.
Analyze water quality data and draw conclusions about sources of pollution and impacts.
Prepare accurate written materials such as technical reports, letters, and recommendations.
Work independently with little direction.
Keep supervisor informed of problems, progress, and emerging issues.
Plan, organize, prioritize and schedule work.
Perform the essential functions including climbing, stooping, walking, lifting up to 80 pounds, pulling, pushing, balancing, etc.

Use GIS and a computerized maintenance management system to track inspections.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Three years relevant experience in stormwater and surface water management, including one year of experience inspecting stormwater and surface water systems, including water quality treatment systems; experience in the review and design of stormwater and surface water systems, including water quality treatment systems; experience in monitoring surface water quality.

Training:
Equivalent of two years college level courses in civil or environmental engineering, environmental science, biology, chemistry, water resources or related field.

License or Certificate:
Possession of valid state-issued driver's license with an acceptable driving record.
