THE POSITION

General Purpose

Under general supervision, performs a wide variety of skilled tasks in the construction, installation, repair and maintenance of mains, service lines, meters, hydrants and related appurtenances used in the distribution of potable, reclaimed water and the collection and transmission of wastewater; operates light and medium duty motorized equipment; and performs related duties as assigned; to lead a small work crew.

Distinguishing Characteristics 

The Utility Service Worker III is the skilled, journey-level class in this series. This class differs from Utilities Service Worker I and II in the skill level required and the incumbent's knowledge of the City's systems, equipment, facilities, standards, and procedures, as well as the ability to perform more difficult tasks independently. The Utility Service Worker III performs the full range of assigned duties, and is charged with leading a small work crew. Incumbents are expected to be able to operate the full range of equipment used in the division.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

1. Leads, Organizes, and participates in the work of crews engaged in the construction, installation, repair and maintenance of potable, reclaimed water distribution and wastewater collection related systems and facilities. Leads, Organizes, and inspects work assigned to city contractors. Assists division Superintendents in visually evaluating jobsites and determining equipment, personnel, and material needs.

2. Constructs forms and places reinforcing steel and embedded items for building vaults and other concrete structures; pours and finishes concrete.

3. Leads in installing tapping valves and making wet taps; lays applicable varieties of pipe to various installations; assembles, disassembles, installs, cleans, repairs and pressure-tests all types of valves.

4. Operates, inspects, services and makes minor adjustments to light- and medium-duty equipment.

5. Sets up a job site, including proper positioning of equipment, materials, barriers and traffic-control devices, ensuring the use of appropriate safety rules, equipment and proper work technique. Ensures that all traffic control, re-routing of heavy traffic, complies with MUTCD guidelines to ensure the safety of work crews and the public.

6. Trains and instructs personnel in the safe operation of light- and medium-duty construction equipment.

7. Locates and repairs leaks in the City's water distribution and wastewater collection systems.

8. Responds to, investigates and resolves customer complaints and inquiries regarding water quality, pressure and related concerns.

9. Leads in providing on-the-job training to lesser skilled staff in the proper and safe performance of the crews' work, and in the use of tools, equipment and safety devices; inspects and evaluates the work of assigned personnel.

10. Operates trucks, trenchers, skip loader, backhoes, compressors, tapping machines, and a wide variety of other motorized equipment; operates and uses a wide variety of hand and power tools.

11. Exercises small and large water main valves.

12. Installs, tests, maintains, and repairs fire hydrants.

13. Maintains manholes, catch basins, pump stations, reservoirs, and other facilities; maintains and repairs piping associated with pump stations, treatment plants, and other facilities.

14. Performs duties in confined spaces, utilizing departmental safety equipment, policies, and procedures; lifts and removes vault lids; ventilates vaults; performs vault repairs.

15. Performs water main shutdown procedures; installations, repairs, and replacement of core stops, angle meter stops and curb stop valves under pressure or after main shutdowns; back fills and compacts asphalt and gravel fill to grade.

16. Works from land plans, maps, valve books, sketches, blueprints, and work orders.

17. Leads in carrying out the City's preventative maintenance program on water distribution and wastewater collection mains, lines, equipment, and facilities.

18. Leads a small crew, fills in for superintendents as required, assign and participate in construction and maintenance work, preparing material requisitions, keeping work records, and preparing reports of completed work.

19. Coordinated jobsite activities when working with all assigned contractors.

 

QUALIFICATIONS GUIDELINES

Knowledge

• Advanced methods, materials, practices and tools required for pipeline, hydrant service and meter installations, testing and repair.

• Occupational, public health, and safety hazards as related to work assignment.

• Water distribution systems and facilities.

• Basic mathematics, including addition, subtraction, multiplication and division.

• Advanced methods of traffic control set up.

• Advanced methods of trench shoring and confined space entry.

• Advanced knowledge of codes and regulations applicable to performing construction, repair and maintenance work in a public agency.

Skills 

• Understand and follow oral and written instructions, including engineered blueprints and system maps.

• Lead, train and instruct other lesser skilled workers.

• Use, repair, and care for small hand tools and mechanical equipment related to the water utility.

• Deal effectively with the public and respond to complaints and inquiries.

• Communicate effectively orally and by telephone with management, co-workers, and the public in face-to-face, one-to-one, and group settings.

• Support, promote, and implement the City's and or department's mission, direction, and policies in a positive and professional manner and any changes to those items.

• Maintain reports and records.

Abilities

• Perform skilled journeyman level tasks in the maintenance, construction and repair of water distribution and wastewater collection facilities; operate the tools and equipment common to utility construction and maintenance; understand and follow oral and written instructions.

• Assist division superintendents with training and evaluation of lesser skilled staff.

• Perform heavy manual work under varying weather conditions.

• Make calculations necessary to tabulate numerical data and establish accurate measurements, e.g., distance and volume.

• Prepare routine documents and reports.

• Apply rules, regulations, procedures and policies to daily work assignments.

• Work independently to prioritize work and meet deadlines.

• Communicate clearly and concisely, both orally and in writing.

• Establish and maintain effective working relationships with those encountered during the course of the work.

Training and Experience

A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high school or G.E.D. equivalent and three years of experience in utility or public works-related maintenance and construction work.

Special Requirements

A valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy. Class A California driver's license, with a tanker, and combinations endorsement, or the ability to obtain one within 6 months of hire date.

Ability to work extended hours and rotating shifts, including nights, weekends and holidays.

Ability to work under emergency conditions day or night and be willing to work when called any time during a 24-hour period.

May be required to go on 'After Hours' stand by rotation after 90 days of hire date.

Possession of California Water Distribution Operator Grade III Certificate.
