Description

Responsible for supervising, planning, coordinating, and implementing the Industrial Pretreatment Program and various other environmental monitoring programs.  Responsible for coordination with member and customer cities to meet the objectives of the Industrial Pretreatment Program. Provides support for annual budgets, personnel, and purchasing procedures.  
 
Major Responsibilities: 

1. Manages the major components of the approved Pretreatment Programs to ensure continued compliance including industrial waste surveys, enforcement response, development of technically based local limits, and program development.

2. Serves as Clean Rivers Project Manager for the NTMWD.

3. Coordinate with water operations on drinking water sample collection activities.

4. Provides liaison and coordinates with the EPA, Texas Commission on Environmental Quality, and member and customer cities regarding environmental regulations, pretreatment multijurisdictional
agreements, and permit regulations.

5. Provides technical assistance to member and customer cities, various regulatory and operating agencies and others within the NTMWD as necessary, which may include meetings, presentations and
court case testimony as required.

6. Manages special projects and suspected illicit/unauthorized discharges that enter the sanitary sewer systems
or lakes/streams in the service area.

7. Prepare required administrative and regulatory reports as directed.

8. Prepares and controls budget, related costs and billings for the pretreatment and environmental services
departments including technical activities, and special projects.

9. Directly and indirectly supervises employees to include hiring, training, scheduling, and performance evaluation.
 
Basic Requirements: 

1. Bachelor's degree in chemistry, biology, environmental engineering, environmental science, or a related field,
or equivalent experience in coordination and management of regulatory programs.
2. Requires strong background in water and wastewater quality requirements and environmental regulations. 
3. Five years experience in the field of environmental, water and wastewater activities and industrial pretreatment with three years of supervisory experience preferred. 
4. Valid Texas driver's license.
5. Must possess ability to apply sound administrative and supervisory skills. 
6. Must be able to communicate tactfully with customer cities, outside agencies and
departments within the NTMWD.
7. Must possess considerable knowledge of the local, state and federal laws regarding
environmental regulations and the contractual obligations and agreements with
member and customer cities.
