The Borough of Hanover, Nestled in both York and Adams Counties and conveniently located within minutes of York, Gettysburg, and Baltimore, Maryland,  is seeking a Director of Water Resources to join our senior management team and oversee the Borough’s water and wastewater systems operations. This key position reports to the Borough Manager and will be responsible for professional work involved in planning, execution and day-to-day management and engineering associated with the Borough’s water and wastewater/stormwater projects. 

Responsibilities

  • Responsible for oversight, reliability and productivity in all divisions of the water and wastewater/stormwater systems including long term planning and development 
  • Review and provide overall assessment of Borough’s water and wastewater systems
  • Provide in-house engineering services and project management
  • Develop and monitor annual revenue and expense operating budgets and capital plans for all water and wastewater system components
  • Manage and directly or indirectly supervise employees working at or with the water infiltration plant, dams/public water supplies, water distribution system, water meters, wastewater treatment plan, pumping stations and wastewater collection system
  • Responsible for environmental safety and safety of the public water supply and ensure regulatory compliance and filing of all required reports
  • Procure and oversee engineering contractors
  • Develop and oversee infrastructure and plant maintenance plans
  • Assist Department of Planning & Engineering with stormwater planning
  • Work closely with the Finance Director for rate setting and administration of customer billing system
  • Maintain, update and develop the Borough’s online Geographic Information Systems (AGOL) for water, sewer and stormwater systems
  • Lead effective emergency responses and develop remedial plans systems and serve as primary contact for emergencies related to water and sewer systems or water supply
  • Provide support to the Borough Council Water and Sewer Committee

Qualifications

  • Bachelor’s Degree from an accredited four-year college or university in Civil Engineering or closely related field is required; Master’s degree is preferred; (a combination of education and demonstrated experience will be considered)
  • Minimum of 10 years progressive professional experience in the water and wastewater field, including broad financial and operations management is required; municipal government or experience in the public sector is a plus
  • Professional Engineer’s license issued by the Commonwealth of Pennsylvania
  • PA Water Treatment License, Class B
  • PA Wastewater Treatment License, Class A
  • Experience in management of administrative staff or divisions
  • Comprehensive knowledge of all federal, state, PUC laws and regulations pertaining to water quality, the operation of public treatment plants and environmental controls
  • Knowledge of water and wastewater collection and distribution systems and treatment equipment including chemical, bacteriologic and biological processes
  • Proficiency using Microsoft Office suite (Excel, Word, Outlook) as well as experience in software applications relevant to civil engineering
  • Strong skills in the use of ESRI ArcGIS and AGOL software/platforms
  • Ability to read and write engineering plans and specifications and provide effective engineering project management oversight
  • Ability to determine and calculate necessary engineering computations
  • Demonstrated knowledge of budgeting, finance, and procurement practices
  • Experience in writing and managing grant applications related to infrastructure development and environmental services 
  • Ability to develop and implement policies and procedures
  • Strong critical thinking and problem-solving skills

Physical Requirements

The position requires light physical effort while performing duties under typical office conditions; must also have physical agility required to access all potential development sites which includes rough terrain.
