THE POSITION:

The Bureau of Environmental Services (BES) is seeking an Engineering Supervisor for the Wastewater Group's Collection System Division.  This is a leadership position within the Bureau of Environmental Services, responsible for overseeing the operation and maintenance of 2,500 miles of gravity piped wastewater and stormwater collection systems as well water quality facilities and green stormwater infrastructure.  The Engineering Supervisor is responsible for managing the maintenance engineering section of the collection system division. This position will supervise and train 8 staff consisting of engineers and engineering technicians.  The work of this position is centered around effective and efficient management of the collection system to achieve three major goals: prevent and/or reduce the number and impact of combined sewer overflows (CSOs) and sanitary sewer overflows (SSOs), minimize asset life-cycle costs while providing an acceptable level of service, and sustain the public's investment in the sewer infrastructure by ensuring that service lives are extended as long as economically feasible.
 
The position provides senior level technical support and leadership regarding sewer and storm water collection system maintenance and improvement and projects.  The position serves as the division's representative on various technical committee, project technical advisory teams, and ensures minimum acceptance standards are met for materials and maintenance related issues on collection system projects.  This position serves as a senior level technical expert to the Bureau in areas of pipe materials, trenchless rehabilitation methods, administrative code updates, and general collection system maintenance requirements.   The Engineering Supervisor serves as the Division's primary technical support to the City Attorney's office in matters of legal claims and litigation related to the collection system.
 
This position manages the operating budget and maintenance programs associated with the gravity collection system and; identifies, justifies and recommends program needs related to collection system maintenance in support of the bureau's Strategic Plan and 5-year financial planning efforts.  Additionally, the Engineering Supervisor serves as a member of the management team that oversees the $20M interagency agreement, for collection system maintenance, with the Portland Bureau of Transportation Environmental Services Division.

 

TO QUALIFY:

The following minimum qualifications are required for this position:
  1. Thorough knowledge of engineering theory, principles, practices, costs, construction techniques, trends, regulations, standards, equipment, and materials related to the area of specialization or organizational unit.
  2. Knowledge of engineering administration, project and program planning and management, organization principles, and management fundamentals and methods.
  3. Knowledge of principles and standards of leadership and employee supervision, including training, scheduling, and performance evaluation.
  4. Knowledge of budgeting, scheduling, cost control, safety, and administrative practices.
  5. Ability to establish and maintain effective working relationships with management, staff, and others encountered in the course of work.
  6. Ability to communicate effectively, both verbally and in writing, to management, technical, and non-technical staff.
Applicants must also possess:
  • Professional Engineering (PE) License, Oregon State Board of Engineering Examiners and Licensed Surveyors (OSBEELS).
  • A valid state driver's license may be required for certain positions
