ES Utilities Operations
Oversees the operation and compliance issues for the County owned Wastewater and reclamation facilities, reclaimed distribution system, Industrial Pretreatment programs.

Supervise the field operations and maintenance of the county owned wastewater treatment and reuse water facilities, reuse distribution system and reuse augmentation system. Approves any changes to major process control issues.
Prepares and maintains the annual budget and monthly expenditures for the wastewater section.
Assure accurate records and files for operations and maintenance on all facilities are kept and up to date. Submit required reports to the proper agencies and to supervisors as required.
Provide guidance to the Chief Wastewater Operators in developing inventory control programs for operating and maintenance supplies used in the collection, treatment and distribution systems.
Provide technical guidance and monitors activities of field personnel. Supervises troubleshooting operations.
Reviews engineering plans and specifications for system improvements. Participates in the selection of consultants and contractors. Development of project scope of services for bidding purposes.
Assure emergency action will be available on a 24 hour basis, to provide service for the safety and welfare of the public.
Provide appropriate training and instruction to subordinate personnel in the proper operation and maintenance of treatment facilities.
Performs other duties as assigned or as may be necessary.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
Bachelor Degree in Environmental Sciences, Engineering, Business Administration or related field is preferred, but not required, and five (5) years' of responsible experience in wastewater.
A comparable amount of education, training, or experience may be substituted for the minimum qualifications
Extensive knowledge of the operations and maintenance of Wastewater Treatment Plants and operations.
Knowledge of rules and regulations as required by Florida Department of Environmental Protection, U.S. Environmental Protection Agency, St. Johns River Water Management District and the Florida Department of Health.
Knowledge of hydraulics, sanitary engineering and environmental chemistry.
Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs.
Ability to effectively plan, organize and supervise assigned personnel. Ability to communicate effectively both orally and in writing.
Must possess Florida's Class "A" Wastewater certification at time of hire. Must be familiar with the use of SCADA control systems.
Extensive knowledge in the treatment of wastewater and maintain compliance with federal, state, and local entities pertaining to wastewater systems. Skilled in the application of wastewater treatment methods and techniques. Financial/budget training preferred.
Ability to use small office equipment, including copy machines or multi-line telephone systems.
Ability to use a computer for data entry, word processing, and/or accounting purposes.
Must possess and maintain a valid Florida Driver License, Class "E"
All employees must attend Seminole County Required Trainings.
Department Specific trainings per position may be required.
