About The Position Performs mid to high journey-level operational tasks involved in the operation and maintenance of complex water and wastewater treatment systems, processes and facilities. May provide daily leadership and direction to Water/Wastewater Treatment Plant Operators I & II as delegated by Water/Wastewater Treatment Plant Operator IV.

Education and Experience:

  • A high school diploma or General Educational Development (GED) equivalent.
  • Any combination of training and experience equivalent to three years of operation and maintenance of advanced, complex wastewater treatment facilities.


Licensing, Certifications and Other Requirements: he Scottsdale Water Resources Division offers an Operator Certification Incentive Program for those employees who obtain certifications above what is required of their positions. The department recognizes the intrinsic value of operator certifications and the added value to the city of having a workforce that possess them.  

  • Must possess and maintain a valid, unrestricted Arizona driver's license with no major citations within the past 39 months prior to the start date.

Depending on job discipline obtain one of the following:

  • Wastewater - Must possess upon hire or promotion, and maintain a Grade 3 operator certification from the Arizona Department of Environmental Quality within the discipline of Wastewater Treatment.

Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.


Knowledge, Skills and Abilities Knowledge of:

Wastewater Assignment:

  • Laboratory practices required to properly evaluate treatment processes, such as BOD, DO, pH, jar test, CL2 residual, turbidity, COD, color, hardness, TSS, TDS, fecal coliforms and total coliforms.
  • Chemical/physical and biological processes used in wastewater treatment processes, such as coagulation, flocculation, settling, sedimentation, filtration, disinfection and activated sludge.
  • Basic operation practices and principles of advanced water treatment processes such as micro-filtration and reverse osmosis.
  • Experience in mechanical and electrical trouble shooting.
  • OSHA guidelines related to large wastewater treatment facilities.
  • Microsoft Office products and other relevant technologies.



  • Oversees the operation and maintenance of plant equipment and processes related to water, wastewater and advanced water treatment systems during an assigned shift.
  • Works to maximize efficient operation of assigned water or wastewater facilities that include reclamation, advanced water treatment, arsenic treatment, conventional and micro-filtration treatment as well as operation of the Central Groundwater Treatment facility.
  • Demonstrates and proficiently utilizes complex technology for assigned treatment facility.
  • Directs assigned crew, prioritizing activities between the different treatment facilities and systems, including the operation of valves, gates, pumps and machinery manually, locally in automatic mode or remote via computerized control strategy in order to maintain proper facility operation. Assumes responsibility of operations while on assigned shift.
  • Oversees and assists with sampling and analyzing of influents/effluents, source water/product water, feedwater and permeate to detect quality variations; interpret laboratory results, reading sheets, process test, computerized data and informational trends to identify variations in flow and water quality and make appropriate changes.
  • Oversees operation of assigned crew at a treatment facility to maintain day-to-day operation necessary to meet all required Local, State and Federal regulations pertaining to the production of reuse, ground injection and potable water and comply with prescribed operating and safety standards.
  • Works with highly hazardous chemicals such as chlorine, sulfuric acid and sulfur dioxide following strict ADOSH and Water Resources Department guidelines.
  • Ensures facility appearance is acceptable and work environment is safe, clean and orderly by directing activities, such as washing equipment and machinery, painting, grounds maintenance and other custodial duties.
  • Conducts facility tours for individuals and groups ranging from technical interest engineers to elementary school children.
  • Performs and assists maintenance staff and basic facility maintenance of assigned facility as directed.
  • Drives a motor vehicle to remote offsite treatment facilities to perform maintenance of plant equipment.



  • Operate equipment used in a modern conventional water or wastewater treatment plant.
  • Perform laboratory procedures and maintenance functions requiring manual dexterity and precision movements.
  • Work around or uses potentially hazardous materials requiring the use of specialized equipment.
  • Exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, climbing stairs, lifting, carrying, pushing and/or pulling of objects and materials of moderate weight up to (50 pounds for a distance of 25 feet).
  • Moderate exposure to dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, hazardous materials, machinery, vibrations, electric currents, traffic hazards, water hazards, bright/dim light, toxic agents, disease or pathogenic substances.
  • Work rotating shifts, weekends, overtime and a call-out schedule.
  • Travel to/from various work locations.
