The Water Distribution Superintendent supervise the operation and maintenance of the City's water distribution system to assure safe, potable water is provided for drinking, sanitation and fire fighting. It is also responsible for managing the operation and maintenance of the City's reuse water distribution system. This position is responsible for managing staff, developing and monitoring the division budget, scheduling maintenance and planning equipment needs. An employee in this classification has the knowledge of the most complex and highly technical activities of the division.
Essential Functions(list not exhaustive): • Plans, organizes, directs and coordinates activities of the City's water and reuse distribution systems; • Oversees the scheduling and prioritizing of work assignments; monitors status of work in progress and inspects completed work; coordinates projects and work activities with other divisions, departments, contractors, and utility companies; confers with assigned staff, assists with complex/problem situations, and provides technical expertise; oversees, coordinates and conducts training activities; • Supervises and evaluates assigned staff, addresses employee concerns and problems, counsels, disciplines and completes performance appraisals; conducts interviews and makes hiring recommendations; • Reviews and inspects the work of assigned staff to assure the work quality, and timely completion of assigned duties and responsibilities; • Instructs staff in work techniques and the proper use and maintenance of all equipment; • Operator of record with various regulatory agencies to ensure water quality compliance regarding the water distribution and reclaimed water systems; • Assures water quality will meet all Arizona Department of Environmental Quality (ADEQ) and Environmental Protection Agency (EPA) regulations; • Acts as City liaison with domestic, commercial and industrial water and reuse water users, as well as other City departments; • Develops and implements short and long range programs for the operation and maintenance of water and reuse distribution systems and facilities; • Conducts studies in order to improve operational efficiency of the water and reuse distribution systems; • Prepares and administers outside contracts for the required operations and maintenance of the City's water and reuse distribution systems; provides input into selection criteria for consultants and contractors conducting systems construction, maintenance and repair projects; reviews and develops requests for proposals (RFPs) and requests for bids; recommends selection of consultants; oversees and coordinates work performed by contracted service providers; • Reviews and evaluates plans and proposals for changes, upgrades, and additions; • Prepares input for new construction and operational planning; • Prepares and maintains activity reports and prepares oral and written reports concerning water and reuse distribution systems; • Through subordinate supervisors, ensures proper operation through the timely installation, maintenance and repair of main and service line equipment, meters, valves, fire hydrants and other equipment or appurtenances involved in the water and reuse distribution system; • Ensures water and reuse distribution system equipment is installed, repaired and maintained in compliance with city, state, county, and federal standards and prescribed specifications; • Supervises procurement of equipment and services for remote site operations; • Responds to emergency situations involving water and reuse water distribution systems, as well as for complaints and inquiries; • Provides training to personnel in policies, procedures, techniques and regulatory standards pertinent to water and reuse distribution systems; • Monitors, through subordinate supervisors, the on-call status required for responses to after-hour emergencies; • Serves as a liaison with domestic, commercial and industrial water users; • Prepares oral and written reports as required on operations and maintenance; • Responds to inquiries, complaints, and suggestions from the public and contractors regarding water reclamation; conducts plant tours; • Performs various administrative tasks; establishes operating procedures and standards; serves as cost center budget manager for the division; assists in the development of project budgets and monitors expenditures; assists in writing bid specifications; reviews and approves purchase requisitions or expenditures of assigned staff; reviews time sheets and maintains attendance records; • Participates in studies of work progress records, equipment efficiency and water distribution systems and recommends improvements; • Oversees the inventory system, fixed assets inventory, and expenditures to ensure adherence to budget; • Writes bid specifications on equipment; inspects, tests and evaluates incoming supplies, materials and equipment; • Oversees and monitors work of contractors; inspects work to ensure quality and compliance with terms of contracts; reviews contractor price quotes; • Monitors work environment and the use of safety equipment to ensure the safety of employees and other individuals; • Performs all work duties and activities in accordance with City policies and procedures; • Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook. Minimum Qualifications: • Bachelor's Degree in Civil Engineering, Public Administration, Environmental Science or a related field; and • Five (5) year's progressively responsible water distribution system experience, including two (2) years supervisory experience; and • ADEQ Grade IV Water Distribution Operator Certificate; and • 40 Hour Hazwoper Certification within 6 months of hire or promotion date; and • Valid Arizona Driver's License with an acceptable driving record; or • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
The position available is a regular, full-time position and is subject to a six (6) month probationary period. A register of qualified candidates will be active for four (4) months should another position become available. The City of Chandler will conduct a pre-employment MVRRS (Motor Vehicle Record Request System) check as a condition of employment. An offer of employment is contingent upon acceptable results. The City of Chandler fingerprints all applicants selected for hire to evaluate the fitness of prospective employees. The examination process may vary if determined necessary.
