Job Summary: 


Leadership position within the Public Works Department responsible for the operation, maintenance, regulatory compliance, pretreatment, environmental laboratory operations of the City’s Wastewater Resource Recovery Facility, sewer collection system, and recycled water system.  This position is tasked with development and implementation of strategic initiatives to improve the efficiency and effectiveness of the Department.  This position requires broad knowledge of wastewater treatment practices and principles, as well as experience in the design, construction, operation and maintenance of wastewater treatment, collection and reclamation facilities.  Additionally, the incumbent is accountable for the Wastewater Division’s overall compliance with State and Federal environmental regulations related to discharge monitoring permit criteria, reclaimed water, air, and biosolids.  This position serves as the primary responsible charge operator required by the State of Idaho for the Wastewater Treatment Facility and Collections System. This position exercises complex technical decision making and problem solving with considerable independence within the framework of established policies, procedures and guidelines.


Essential Duties & Responsibilities:


Financial Responsibility:


Direct responsibility for the development, management, and execution of $5+ million dollar annual operating budget;


Direct responsibility for the development, management and execution of a $20-40 million dollar annual capital improvement budget;


Personnel Management:


Oversee direct reports in the areas of administration, operations and maintenance, collections, pretreatment and laboratory services;


Responsible for 40+ indirect reports in the areas of administration, operations and maintenance, collections, and laboratory services;


Direct the organization, staffing, and operational activities for the advanced, class IV Wastewater Resource Recovery Facility (WRRF) including assuming responsibility for critical decisions regarding operational changes, process control, data management, asset management, design and technologies, maintenance priorities, scheduling, and compliance with the numerous regulations of multiple federal, state, and local agencies;


Direct the organization, staffing, and operational activities for the class IV Wastewater Collections System and Pretreatment Program including assuming responsibility for critical decisions regarding operational changes, data management, asset management, maintenance priorities, scheduling, compliance and customer service/issue resolution;


Direct the organization, staffing, and operational activities for the Wastewater environmental laboratory assuming responsibility for critical decisions regarding compliance;


Responsible for the wastewater treatment plant’s overall compliance with state and federal environmental regulations and discharge monitoring permit criteria including NPDES, Biosolids, Reclaimed Water, and Air Permits;


Function as the primary Class IV Responsible Charge Operator (RCO) for the WRRF and collections system;


Prepare reports, records, and correspondence for local, state and federal agencies;


Review plant records, operating reports, and technical data to monitor efficiency of plant process control and equipment maintenance;


Represent the utility during planning, design, and construction of capital infrastructure projects;


Perform financial management of significant capital assets and budgets.  Develop, administer and manage annual capital and operational budgets; monitor and authorize purchases and plant expenditures; code invoices; maintain asset records; write requests for proposals; evaluate competitive bids;


Develop and deliver oral and written progress reports to the City Engineer, Public Works Director, City Council, and Mayor;


Represent the utility in public education and outreach activities such as facility tours and Public presentations;


Provide leadership and management oversight to Division staff;


Prepare and deliver personnel evaluations; development plans; and work plans;


Ensure adherence to the City of Meridian’s Human Resource policies and procedures;


Oversee asset management program for division and work groups; assist asset management section with action planning and ongoing development of asset program; implement and monitor program;


Prepare reports, records, and correspondence directed to local, state and federal agencies;


Develop and execute Division short- and long-range operational, capital and financial goals and objectives;


Report and correct all non-compliance with discharge monitoring permit;


Represent the department at appropriate meetings;


Respond and resolve frequently and in a timely manner to citizen complaints regarding processes and operations;


Oversee safety programs for assigned sections and work groups; assist with action planning for safety programs; implement and monitor risk management plan regarding hazardous material; respond to workers’ compensation issues;


Collaborate and coordinate work activities with consultants, state, and federal agencies;


Ensure departmental personnel are sufficiently trained in performing their duties;


Authorize and monitor purchases for the department, participates in contract development requests for proposals and vendor selection;


Manage execution of the department’s O & M and capital budgets;                                                        


Perform other related duties as required by the Deputy Director of Utilities and Public Works Director.


Job Specifications:


Bachelor degree in Environmental Science, Engineering, Chemical or Biological Sciences, or closely related field;


7+ years of progressively responsible technical wastewater treatment facility operation and maintenance experience at a class IV, advanced wastewater facility;


Or any equivalent combination of education and experience sufficient to perform the essential duties of the position.


Knowledge, Skills and Abilities:


Advanced knowledge of methods, practices, and techniques used to operate a large, state-of-the-art wastewater treatment facility;


Advanced knowledge of the operation and maintenance requirements of pumps, motors, electrical machinery, mechanical equipment, and control equipment commonly related to wastewater treatment;


Advanced knowledge of collection system operation and maintenance requirements;


Advanced knowledge of industrial pretreatment programs and requirements;


Advanced knowledge of laboratory methods, practices, and requirements;


Advanced knowledge of reclaimed water production and regulations;


Advanced knowledge of biosolids use, disposal, and regulations;


Ability to work effectively with environmental engineers, consultants, and state and federal permitting agencies;


Demonstrated proficiency in computer literacy;


Must be able to read, write, and speak English;


Knowledge of modern principles and practices of leadership, management, and supervision;


Working knowledge of potential hazards and applicable safety regulations, safe work practices, and required safety equipment;


Skill in effectively planning, developing, scheduling, assigning, coordinating, and evaluating maintenance programs, activities and personnel;


Ability to effectively direct the activities of Division staff in a manner which will accomplish program objectives;


Ability to train and evaluate staff in the skillful and safe operation of maintenance equipment;


Ability to maintain records and prepare activity reports;


Ability to use tact and diplomacy when dealing with citizen complaints;

Ability to establish and maintain effective working relationships;


Ability to provide quality service in a cost effective manner to recommend improved methods of performing the work;


Ability to work as a lead teams and facilitate problem-solving, decision-making meetings;


Ability to physically perform the essential functions of the job;

Licensing and Certifications:


Must hold state of Idaho Class IV Wastewater Treatment Operators License; or equivalent;


Must hold state of Idaho Class IV Wastewater Collection Operators License or have the ability to obtain within 24 months of hire;


Class IV Wastewater Laboratory License, preferred.


Possession of valid driver’s license and safe driving record.


Work Environment & Physical Demands:


While performing the duties of this job, the employee may work in an office environment while sitting at a desk for long periods of time.  The noise level is usually quiet in the office and moderate to loud in the field;


This position requires occasional fieldwork; the employee is exposed to outdoor weather and industrial type noise conditions;


Frequently works near moving mechanical parts and in outside weather conditions;


Occasionally works in high precarious places and is frequently exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals and vibration;


Climbing and bending at the waist, crawling, kneeling, reaching, pushing, pulling and working at heights;


Reaching overhead, above the shoulders and horizontally;


Constantly requires clarity of speech and hearing, which permits the employee to communicate effectively;


Constantly requires clear vision to read printed materials and computer screen to accomplish work;

Drives a City motor vehicle to other city sites and agency locations;
