Looking for a dynamic and collaborative leader to head the District's Safety Program. The ideal candidate will foster strong, open, connected working relationships with all levels of the team. This includes not only district staff, but outside vendors and/or consultants and partner agencies. This individual will also help to build the District's objectives regarding public and environmental safety as well as employee safety.

The ideal candidate will:
Build a sustainable legacy of safety, service, stewardship, and trust within the organization, surrounding communities, and with other local and regional agencies.
Be hands-on in developing, documenting, and training in all areas of safety.
Work closely with Human Resources to review all job descriptions and identify any special safety concerns that might be related to the assigned duties of each job description.
Review and update as needed any current safety documents, policies, procedures, programs, etc.
Responsibly oversee all aspects of the District's Safety objectives.
The District
West County Wastewater District (WCWD) is an award-winning wastewater treatment and resource recovery agency that collects and treats wastewater for reuse. Both district headquarters and the treatment plant are located in Richmond, CA, several miles from one another. The WCWD customer base of approximately 100,000 residents is within a service area that incorporates 34,000 residences and 2,450 commercial/industrial businesses within the cities of Richmond (northern subdivisions & north Richmond), San Pablo and designated sections of Pinole. It also serves the communities of El Sobrante, East Richmond Heights and the surrounding unincorporated areas.

The District operates a 12.5 MGD wastewater treatment plant and maintains 249 miles of sanitary sewer collection lines, 17 lift stations and six miles of pressure force mains. In 2014, WCWD developed a comprehensive District- wide Master Plan, which integrated with the District's Strategic Plan. The Strategic Plan was updated in 2018 and continues to serve as the roadmap for upgrading and maintaining the District's infrastructure and operations moving forward.

Essential Duties:
Safety Program Administration
Determine applicability of administrative and regulatory requirements and other health and safety laws and implement applicable regulations and standards.
Provide consultation and expertise in essential matters of safety and health. Counsel and advise the District on matters related to inspections and hearings conducted by Cal/OSHA and other regulatory agencies.
Maintain current knowledge of legislation, regulations, and practices in safety and health and advise District management regarding the impact on District operations.
Develop, coordinate and supervise the implementation and maintenance of a comprehensive District-wide occupational health and safety program designed to prevent injury, occupational illness and damage to property and ensure compliance with relevant regulations.
Develop and maintain District-wide safety and health policies, procedures, and directives according to state and federal rules and regulations; and maintain District safety-related manuals and documentation, including preparation and distribution of appropriate communications and updates.
Review and comment on safety plans and permits for compliance with applicable standards and regulations.
Respond to inquiries and requests related to safety and health from the public, customers, and outside organizations.
Serve as the lead, work closely with human resources staff, and assist District supervisors and managers in performing safety audits and investigating work-related accidents/injuries; recommend measures to prevent occurrences.
Conduct and supervise facility and site safety inspections, job hazards analyses and other evaluations to identify hazards and potential risks. Make recommendations to managers as required and implement appropriate corrective actions. Conduct audits of corrective actions to ensure compliance with regulations and corrective action.
Make recommendations for changes in equipment and processes to correct unsafe conditions. Assess incident statistics to determine requirements for new or modified training.
Ensure on-site safety equipment including first aid supplies are accessible and maintained to industry standards.
Prepare and present reports and information to the General Manager and the Board of Directors on the District's Safety Program, and make recommendations for changes or modifications to assure District operates a professional and supportable safety program.
Contract Management
Work with the District's Administrative Services Department to develop the request for proposal specifications, scopes of work, and selection criteria for the procurement of janitorial, landscape, maintenance, street sweeping and other similar service contracts. Monitor and supervise the execution of service contracts ensuring work compliance, safety, and reliability.
Provide recommendations for contract language related to safety and safety-related risk elements.
May participate in the review for compliance and accuracy, and timely approval and submission for payment of safety-related invoices.
Safety Training
Establish and implement safety training objectives. Plan, develop, schedule, conduct or arrange for regulatory and other safety/health related training for all new and existing employees. Maintain database and physical records of employee health and safety training and certifications.
Regularly audit and review training program to ensure regulatory compliance, appropriateness, and effectiveness of the training program to meet District goals and needs.
Chair the District-wide Safety Committee and serve on site safety committees.

Workers Compensation
Conduct or arrange for basic ergonomic workstation evaluations for new hires and existing employees as requested.
Coordinate any follow-up evaluations or requests for equipment/furniture with Human Resources and the department. Maintain ergonomic files and records as required.
Work with Human Resources and appropriate District managers and supervisors to investigate incidents, potential hazards, and conduct workers' compensation injury and illness investigations as needed.
Health Safety and Hazard Prevention
Develop and maintain the District's Hazardous Materials Business Plan and works with District managers and key staff to develop and maintain spill response plans; submit annual reports.
Manage the Hearing Conservation Program; coordinate and schedule annual hearing tests for personnel in the Program.

Risk Management
Serve on the District's emergency planning task forces or committees providing consultation and expertise on business continuity and workplace violence prevention issues.
Work with Human Resources to coordinate and schedule required medical examinations for specialized certifications (i.e., crane operator, etc.).
Work with District fleet or procurement staff to ensure updated materials, checklists and guidelines (What to do if...) and language for accident investigation kits and insurance information are included in and maintained in all District vehicles.
General Organizational Duties
Participate in teams engaged with process and customer service improvements, cross-training, and team performance evaluations. Participate in District related civic events, and activities of community and professional organizations; attend meetings and makes presentations. Participate in District committees and staff functions. Performs other assigned work which is consistent with the responsibilities assigned to the classification and necessary for the effective operations of the department and the District.

Establish and maintain effective relationships with other staff members, staff of other agencies, organizations, and the public; prepare and disseminate information to media and others; prepare a wide range of clear, concise and informative reports, correspondence and brochures; operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

Qualifying Training and Experience:
Any combination of training and experience which demonstrates that a person has obtained the required knowledge and the ability to perform the duties and responsibilities (with reasonable accommodation if needed). A person with the following combined training and experience would typically qualify to compete in a selection process:


A minimum of five (5) years of experience as an industrial and field safety professional, including at least two years of which have involved administration of a comprehensive safety and accident prevention program. Experience should include, hands-on experience inspecting facilities and equipment, conducting safety investigations, developing and facilitating safety training, and enforcing safety codes and regulations. Experience in the water or wastewater industry is desirable.


Education or training that is equivalent to four (4) years of formal education with significant course work that is directly related to the stated knowledge, skills and abilities (or equivalent combination of work experience, training, and education) is required for this position. This may include but is not limited to a combination of the following disciplines: significant course work in occupational safety and health science, environmental safety, industrial hygiene, ergonomics, training methods for adults, and other related fields from a college or university.

Licenses and Certifications:
The position requires timely and sometimes emergency travel between locations and work sites.
A valid California State Class C license must be maintained at all times. Continued ability to be insured for the operation of a vehicle as defined in the District's Driving Policy and insurance carrier are conditions of continued employment.
The following certifications are desirable at hire and may be completed during the probationary period.
First Aid, CPR, and AED Instructor certification, Ergonomic Consultant Certification, Forklift Instructor Certification, and Certification as an authorized General Industry Outreach Trainer (completion of OSHA course #501 or #503 update).
