Salary Range: $8,924 to $11,334 per month (DOQ)
Summary
Manages surface water capital improvement, small works, restoration, and stormwater facility maintenance projects requiring cost tracking and
development, contract management, scheduling,
right of way acquisition, utility coordination, grant fund management, inspection, and construction management. Because of the small number of City employees, each staff member is expected to perform a wide range of office and field duties as may be required from time to time.
Essential Duties and Responsibilities:
Manage the development and construction of surface water projects including, but not limited to, culvert replacements, restoration of streams, wetlands and floodplains, retrofit/repair/installation of stormwater flow control, treatment, and conveyance facilities, and small works.
Coordinate the selection and management of design consultants, contractors, and professional service providers; monitor contract expenses and consultant/contractor performance.
Prepares and coordinates grant funding applications in support of surface water capital projects.
Manage grant funding requirements including reporting, tracking, and preparing timely reimbursements on projects. Maintain a high level of understanding of federal and state funding requirements.
Develop work scope and fee for all project phases (design, permit, right of way, construction).
Performs and/or manages project planning and design, budget and schedule control, environmental review, right of way acquisition, utility coordination, and construction.
Manage the development of project plans, schedules, bid openings, contract awards, construction progress, inspections, and project close-out for surface water capital projects; identify problems and recommend solutions throughout the project. Meet schedule and budget objectives for projects.
Provide estimates and forecasts of costs for capital projects; provide assistance in the development of long-range plans for City surface water facilities, and research and prepare projections related to expenditures, revenues, and needs.
Coordinate assigned activities with other departments, consultants, and outside agencies. Establish and maintain cooperative working relationships with co-workers, utilities, consultant staff, funding partners, WSDOT, utilities, contractors, business owners, and citizens.
Manage public involvement process. Provide information to the public; respond to questions and resolve complaints as needed; attend community meetings and make presentations related to capital and special projects.
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of project management.
Prepares and makes presentations to City Council, funding partners, other agencies, and community groups as needed.
Coordinates right-of-way agreements with property owners during design and construction of capital projects.
Monitors compliance with construction standards and other requirements such as those for performance bonding, prevailing wage, materials testing and submittals, payments, inspections, and permits.
Critiques or recommends changes to designs or plans produced internally or by consultants.
Performs other duties as assigned that support the overall objective of the position and needs of the organization.

Permit requirements for structures, stormwater and surface water facilities, and other facilities near wetlands and bodies of water.
Principles and practices of local budget preparation and administration.
Principles and practices of negotiation and written and oral communication.
Principles of business letter writing and basic report preparation.
Pertinent Federal, State, and local laws, codes, and regulations.
Basic fundamentals of engineering design for stormwater and surface water facilities, roadway, bridges, walls, or other infrastructure projects including regulatory requirements and/or design standards.
Computer software including Outlook, Word, Excel, and PowerPoint.Abilities
Facilitate communication and collaboration throughout the project with internal staff, the community, utilities, consultants, funding partners, permit agencies, and other stakeholders.
Oversee and participate in the management of a comprehensive capital projects program.
Review development plans and specifications for accuracy and to assure project objectives and City requirements are met.
Inspect construction work for completeness and proper work methods.
Oversee City surface water capital improvement projects: design, right of way acquisition, permitting, environmental documentation, construction management, and grant applications/management/reimbursements.
Determine scope, negotiate fee, oversee, direct, and coordinate the work of consultants and other project staff.
Prepare and review engineering estimates for a variety of projects including design, administration, construction costs, and cost to complete budget.
Manage multiple complex capital projects under strict deadlines with limited direction.
Work independently and with a team.
Effectively lead outreach efforts with the community including facilitating public meetings, responding to inquiries, and preparing information for website and distribution.
Lead a team including establishing accountability and obtaining results from individuals from different workgroups.
Interpret and apply Federal, State, and local policies, laws, and regulations.
Communicate clearly and concisely, both orally and in writing. Must be able to have difficult and direct conversations and can negotiate balanced outcomes based on the needs of all parties.
Develop and maintain cooperative, effective working relationships with those contacted in the course of work.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities.
Requires ability to take Emergency Preparedness and implementation classes as required by the City and requires current knowledge of safety (L&I, OSHA) requirements.
The position requires office and field work.
Ambulatory ability to walk to project locations (often over uneven ground), to stand for extended periods of time, and to bend and stoop for limited periods of time.
Arm-hand-eye coordination to operate a computer keyboard and pointing devices at a proficient level.
Visual acuity to create and read three-dimensional and detailed drawings and observe work-in-progress at construction sites.
Verbal and auditory ability sufficient to carry on conversations with others and make presentations to groups.
Driving ability to transport oneself in and around Kenmore and King County.
Ability to provide up to 50 lbs. of lifting force and ability to climb up and traverse difficult terrain.
Education and Experience
The position typically requires a bachelor’s degree in construction management, civil engineering or a closely related discipline, and
Eight years of progressively responsible professional project and construction management experience, with a preference for surface water-related project experience.
Any equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities may be considered. Licenses and Certificates
Requires a valid Washington State driver’s license. This position will be traveling to locations throughout the City of Kenmore to perform work, a valid Washington State Driver's License with a good driving record is required. If one is selected for this position, you must provide a three (3) year driving record abstract before hire.
Requires Certified Erosion Sediment Control Lead (CESCL) certification in Washington State. CESCL may be obtained within six months of employment.
Additional Information
Work Environment – Work is performed indoors and outdoors where some safety considerations exist from traffic, water flows, unstable surfaces, proximity to moving equipment and construction activity.
Hours of Work –City Hall working hours are typically 8:30 a.m.-5:00 p.m. This position is eligible for a partial teleworking arrangement. This position requires to be available for evening hours to attend or present in person at City Council meetings, Planning Commission meetings, or public open house meetings as needed, or attend in-person, evening or weekend meetings when necessary. Attendance at night meetings and occasional weekend work is required.
