The principal function of an employee in this class is to oversee total operations related to water treatment plant(s), staff and budgets. Responsibilities include overseeing operation, treatment, distribution, maintenance, and repair of water equipment, plant, facilities and systems; identifying resource needs; participating in the development of water goals and objectives; planning and participating in the most difficult duties related to maintenance, operation and repair; and assisting with budget tracking. Incumbents supervise other utilities staff including conducting performance evaluations, coordinating training; and implementing hiring, discipline and termination procedures.

Salary: $89,197.00 - $117,377.00 (Yearly Salary)

Acceptable Experience and Training

Associates degree in related field; and six years of related experience in all phases of water treatment plant and/or construction/maintenance of municipal water systems and supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing/Certifications

  • Valid Driver’s License and safe driving record;
  • Oregon Health Authority (OHA) issued Water Treatment Level 4 certification;
  • State of Oregon Distribution Level 2 certifications (preferred);
  • Additional specialized certifications may be required, based on area of assignment.

The Water Treatment Plant Manager may also be asked to represent the Joint Water Commission (JWC), the Willamette Water Supply System (WWSS) or any of the partnering agencies at Board of Commissioner meetings, Management and Operations Committees and other various committees.
