Plays a key role in strategic planning and policy development for the City of Arvada and leads such efforts for the utilities department. Provides overall leadership and direction for the utilities department including fleet management, utilities administration, water enterprise fund, wastewater enterprise fund, and stormwater enterprise fund. Responsible for overall administration of the utilities department.

Job Functions / Scope of Authority
ESSENTIAL JOB FUNCTIONS

Assembles necessary resources to solve a broad range of programmatic and systemic problems in the delivery of utilities services.

Communicates and interacts effectively with a variety of interests including but not limited to: elected officials, government and quasi-government representatives, developers, contractors, citizens and others as needed to perform the duties and functions of the director of utilities.

Serves on the policy committee for emergency management.

Presents information and participates in discussions with the city council, city manager, leadership team, citizen groups, individuals, and others on city-wide issues.

Serves as an effective and contributing member of the Leadership Team by providing input and counsel to the city manager on a wide-range of community and organizational wide topics and issues.

Works collaboratively with other members of the leadership team to lead the organization and solve complex problems.

Reviews and interprets information and renders decisions or opinions compliant with city, state or federal policy, standards or law.

Proposes, prepares, and implements new city code and policies and the revision of existing code and policies.

Maintains and enforces standards, policies, and other criteria necessary to ensure the efficient and responsive delivery of services to users of the city's public infrastructure

Manages large scale organizational projects.

Oversees strategic business planning for department and, as a member of the leadership team, is a contributing member in the development and implementation of the city-wide strategic business plan.

Promotes an organizational work environment where business practices, decisions, and work assignments are aligned with the city's vision, mission, and core values and competencies.

Exercises sound judgment and decision making within the scope of assigned authority.

Provides guidance to the organization's overall direction, in conjunction with policies established by the city manager, the city council, and the leadership team.

Communicates effectively with employees on council and management policies, budget issues, work plans, activities, departments, and other items of interest to the organization.

Delegates to managers the authority, responsibility, and accountability for attaining objectives and implementing approved policies

Serves in the absence of the city manager.

Must receive emergency operations and critical incident training on an ongoing basis sufficient to act as the city's emergency operations manager in the absence of the city manager.

May be called upon to temporarily fill vacant director positions.

Represents the city on various outside boards, commissions and organizations; responds to media as necessary.

Represents the city in meetings with professional organizations, other public agencies, and the public.

Responds to and directs citizen inquiries to the appropriate organization; designs new methodologies to streamline inquiries regarding communication of city programs.

Acts as a technical resource for the city governing officials and internal leadership.

As appointing authority, makes hiring decisions, reviews employee conduct, and takes disciplinary action as needed.

Monitors the response to inquiries and requests for service from citizens, city council members, and internal customers, and takes action to improve communications where needed.

Establishes policies and priorities for standard and emergency operations.

Prepares performance evaluations for directly supervised employees, and approves evaluations for all other divisional employees.

Provides fiscal management for the utilities departments.

Monitors, reviews and approves budgets for the department, and monitor expenditures from those budgets.

Demonstrates initiative in the course of performing the duties of the position.

Demonstrates a respectful attitude towards customers and coworkers that promotes teamwork, open communication, and effective customer service.

Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

Exercises appropriate level of initiative and judgment to make decisions within the scope of assigned authority.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES

Expert knowledge in all areas of utilities practices and procedures, planning, and administration.

Solid knowledge of financial and budget development procedures.

Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

Expert ability to plan, coordinate, and supervise the work of professional, technical, and clerical personnel.

ESSENTIAL SUPERVISORY DUTIES

Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals.

Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.

Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures. Supports creative thinking and problem solving and encourages participatory decision making when appropriate.

Provides training and job enrichment opportunities and encourages professional growth and development.

OTHER FUNCTIONS:

May act on behalf of, and assume the duties of the city manager in the absence of the city manager, and represent the city manager at meetings and other official functions when so directed.

Serves on the policy committee for emergency management.

Serves on various city committees to further organizational goals and objectives

SCOPE OF AUTHORITY:

Receives general direction from the city manager. Is given considerable latitude and discretion in how best to manage and oversee the utilities departments. No precedents or procedures are available. Originates and develops very complex ideas in new and undefined areas which have an impact on the entire organization. Makes final determination for promotions/ transfers, salary recommendations, and terminations.

Financial Accountability:

Develops the budget for the department and makes decisions that affect the outcome of allocations of money for projects and services. Makes recommendations to the city manager for budget allocations that pertain to functional areas. Approves expenditures up to a certain amount. Monitors the tracking of accounts payable and/or receivable and prepares financial reports. Responsible for the department budget; authority to award, modify, and/or terminate purchases of goods and non-professional services. Authority to award, modify, and/or terminate contracts.

SUPERVISION EXERCISED:

Directly or indirectly supervise professional, technical, and clerical staff involved in water treatment, water distribution,

quality assurance, sanitary sewer, and storm water activities. Responsible for assigning and scheduling work and training.

Direct and indirect supervision may be exercised in each division.

Working Environment / Qualifications
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.

Work is primarily performed in an office environment with moderate noise levels. Physical effort and activities include: occasionally operating a personal or City-owned motor vehicle to drive to and from meetings and business locations; ability to talk, hear and listen, use of hands/fingers to handle, feel or manipulate objects constantly; frequent sitting; occasional standing, walking, and reaching with hands and arms; visual acuity to focus on details at a close distance, and make general observations and inspections; frequent handling of objects weighing up to 10 pounds, and up to 25 pounds occasionally

MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):

Master's Degree in Civil Engineering, Public Administration, or a related degree; or equivalent combination of education and related experience and ten (10) years of experience in areas relating to utilities required. Five (5) years of supervisory experience also required. Valid Colorado driver's license required.

Preferred Qualifications:

Possession of a Colorado Professional Engineer's License preferred.
