About the Position:
A Water Quality Technician exists to perform sample collection in the field, sample receiving and sample management activities for the laboratory, provide support for all regulatory activities for the Drinking Water, Wastewater, Reclaimed Water, and Superfund Programs. The Water Quality Technician also serves as the primary contact for water quality calls from citizens.

PLEASE NOTE: Years of experience are based on a work schedule of 2,080 hours per year for full-time positions and 1,040 hours per year for part-time positions, and while work experience may substitute for education on a year-for-year basis, depending upon the job classification, education may not be substituted for work experience. 

Minimum Qualifications 

Education and Experience:

  • A High School diploma or General Educational Development (GED) equivalent.
  • One year of experience in the field of water quality, environmental quality or water operations.

Licensing, Certifications, and Other Requirements:

  • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date.  The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
  • Must possess or obtain within one year of hire or promotion and maintain a Grade I operator certification from the Arizona Department of Environmental Quality within the discipline of Water Distribution.
  • Must possess or obtain within one year of hire or promotion, Backflow Tester Certification in the State of Arizona.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work. 

Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment. 

Essential Functions 

  • Coordinates citizen outreach programs such as tracking and managing all public inquiries regarding water quality and citizen education.
  • Coordinates all efforts toward sample receipt, sample management, sub-contracting, and bottle prep for the Water Quality Laboratory.
  • Collects and preserves water quality samples in accordance with Federal, State, and Local requirements. Sample locations include: distribution system sampling stations, well sites, water treatment plants, residential/commercial customers, sewer manholes, and industries.
  • Operates a motor vehicle to deliver samples to/from laboratories and appropriate field sites in accordance with chain-of-custody requirements.
  • Operates, calibrates, and maintains technical sampling equipment.
  • Updates files tracking sampling results and associated chain-of-custody tracking information, correspondence, event log sheets, computer spreadsheets and databases, enforcement actions, and related documents.
  • Prepares computer spreadsheets, inputs data, performs mathematical calculations, and maintains budget records.
  • Explains, interprets, and enforces the City Cross-Connection Code and other codes, ordinances, and guidelines related to cross connection control. 

Work Environment/Physical Demands 

  • Works in small areas, walks up and down stairs and over rough terrain.
  • Lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (up to 20 pounds); may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (up to 50 pounds).
  • Exposure to dirt, noise, dust, pollen, odors, wetness, humidity, rain, temperature extremes, hazardous materials, confined spaces, machinery, electric currents, traffic hazards, bright/dim light, toxic agents, disease, pathogenic substances, or explosives.
  • Operate a motor vehicle to travel to/from various locations.
  • Work outside of a regular workweek, to include weekends, overtime, on a holiday, in an emergency and on an on-call schedule.
