JOB DEFINITION:  Reports directly to the Operations Manager, under general direction to supervise and coordinate water distribution system maintenance and operations; including water quality sampling, state reporting, lab analysis, coordinate assigned activities with contractors. Directly responsible for supervising all field crew in the areas of water quality, water service repairs and mains, power usage/analysis control, valve exercising and other assignments as required.


The following statements are intended to describe the general nature and level of work being performed by an individual assigned to this job. Other duties may be assigned as needed.

  1. Perform a variety of skilled equipment installations, maintenance and repair work to buildings, pump stations, water storage tanks, and power equipment including pumps, motors, chemical feeders, mixers, compressors and other equipment and related instrumentation.
  2. Sample and test water for such parameters as pH, turbidity, temp and chlorine residual using chemical testing instruments and equipment.
  3. Perform minor plumbing, pipe-fitting, painting, electrical, carpentry, masonry, pavement maintenance and related duties.
  4. Perform a multitude of tasks in which moderate physical effort is required and occasionally requires contact with chemicals and undesirable physical conditions.
  5. Provide on-call duty for operating and monitoring the distribution system, as the Operator-in-Charge, over a 24 hour per day basis for a duration of at least one week.   A required prerequisite to on-call duty and successfully pass the on-call test. 
  6. Perform field work that involves steep terrain, walking and performing work duties over uneven ground surfaces, and climbing & descending ladders into vaults, tanks and canyons. Also perform work within confined spaces.
  7. Surface water environmental requirements.
  8. State Water Resources Control Board vulnerability assessment requirements (based on system)
  9. Water supply sources and connections.
  10. System map reading and mainline location assessments, including knowledge of Dig Alert markings.
  11. Reading and understanding blueprints and work orders.
  12. County of Los Angeles permit and inspection requirements.
  13. Distribution service repairs.
  14. Plant and distribution system elevations and capacities.
  15. SCADA monitoring and analysis.
  16. Basics of Cross Connection Control/Backflow Device(s).
  17. Safety practices and procedures.
  18. Reports and record keeping.

Assist in the formulation and implementation of procedural objectives and programs.  Operators in this class frequently participate in training activities both as a student and a teacher.  Operators may be required to learn and contribute to other departments within the association. Also, responsible for prioritizing activities between the different facilities and systems in order to maintain proper facility operation.  Employees are exposed to job hazards including:  chlorine gas, sludge, and adverse weather conditions. 

EDUCATION AND/OR EXPERIENCE: Any combination of education and experience that provide the skills, knowledge and abilities to perform the distribution and treatment plant duties. Minimum requirements would be: High school graduation or tested equivalent and minimum (3) years of experience working as a Certified Treatment Plant Operator (minimum 2 years as T3) and minimum four (4) years of distribution experience (minimum 2 years as D3).  Applicant must have at least (4) years in a supervisory role.

LICENSES:  Possession at time of hire and continued maintenance of a valid California driver's license and a safe driving record.  Water System Supervisor must possess at time of appointment and continue to maintain, a Treatment III, Water Treatment Operator Certificate as well as a Distribution III, Water Distribution Operator Certificate from the State Water Resources Control Board, Division of Drinking Water.


  • Computing chemical dosages and adjusting chemical feed equipment for proper operation and application of chemicals in order to assure high quality effluent water.
  • Water supply sources and connections.

  • Running and maintaining 500,000 GPD water surface treatment facility and knowledge of surface water environmental requirements.

PHYSICAL ABILITY TO: Perform manual labor involving the frequent bending, pulling, pushing, lifting, digging and carrying of weights up to 50 lbs. and 100 lbs. with the use of lift gates or dollies; perform the duties assigned while wearing respiratory protection equipment.

Willingness to be available and ready to serve at any given moment in the event of an emergency, work rotating shifts including nights, weekends, holidays and overtime as assigned.

Monthly= $6,300 - $7,800 Additional On-call pay (estimated $13k annually) Benefits- Medical, Dental Vision, Life Ins., 401k, 12 holidays, Vac/PTO, Work schedule = M-Th, every Friday off.

Must Live Within 50 Miles of Altadena
- Current SWRCB Distribution III Certification
- Current SWRCB Treatment III Certification
- At Least Four (4) Years of Supervisory Experience
