The Engineer I/II/Senior for Western's Development Services Section is responsible for providing highly professional engineering service to residential, commercial or industrial project customers. The successful candidate will have prior experience working on projects that engage with developers and the public to ensure projects are processed timely and within scope and budget.

This position participates in the delivery of complex engineering projects, engineering analyses, research, planning and design for a variety of water and sewer capital construction programs and/or maintenance/improvement programs; plans, organizes, directs and reviews the work of professional and technical staff.  Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment which supports achieving the department's and the District's mission, strategic plan, objectives and values. The engineering Development Services Section provides expertise and assistance with the following:

  • Due Diligence and Entitlement – Issuing Water and Sewer Availability Letters (aka "Will Serve Letters"), Reviewing draft and final CEQA documents,  Developing Conditions of Service Letters, etc.;
  • Design Services – Managing consultants to perform plan checks, resolving design challenges, determining scope of water and sewer construction required, etc.;
  • Construction Monitoring – Inspecting developer-managed construction projects, ensuring all district standards are followed, protecting the long-term interests of the District, etc.;
  • Development Services Administration – maintaining the facilities master plans and design standards, managing ordinance and resolutions regarding utility service, negotiating infrastructure contribution and cost sharing agreements, Setting up and managing financing mechanisms such as  Community Facilities Districts and Assessment Districts, authoring letters to the Board recommending actions regarding District utility service; and
  • Guiding individuals and development corporations through the process of obtaining new water, sewer, and recycled water service with the District in a manner that is attentive, diligent, and courteous.

DISTINCTIVE ATTRIBUTES

Engineer I:  This journey-level classification in the Engineer series is responsible for professional and technical engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting policies, and determining work assignments. Incumbents are responsible for gathering and compiling data and preparing designs, plans, details, estimates and specifications for construction, operation, and maintenance of District projects. 

Engineer II:   This mid-level classification in the Engineer series is responsible for complex professional and technical engineering assignments requiring the use of judgment and initiative in developing solutions to problems and interpreting policies and may be responsible for monitoring performance and overseeing the work of professional and technical staff.

Senior Engineer:  This advanced-level classification in the Engineer series assume a high level of complex duties including the use of independent judgment and decision-making, initiative, and project management. Incumbents serve in the capacity of a leader, and perform difficult and responsible types of duties, including providing direction over department personnel. 

EXPERIENCE, EDUCATION, AND LICENSING/CERTIFICATION
Any combination of experience and education that provides the required knowledge and abilities is qualifying, along with the specific licenses/certifications as outlined below:

~ Bachelor's Degree in Civil, Mechanical, Electrical, Environmental or Structural Engineering or related field

 

~ Master’s degree in a related field may substitute for 1 year of experience

Engineer I – three (3) years of progressive responsibilities and diversified engineering experience. 

Engineer II – five (5) years of professional and varied engineering experience involving the design and construction of a variety of Water/Wastewater system facilities and projects, including experience in public water, sewer and construction design. 

Senior Engineer – nine (9) years of professional and varied engineering experience involving the design and construction of a variety of Water/Wastewater system facilities and projects, including experience in public water, sewer and construction design.
