The City of Anaheim Public Utilities Department (APU) is seeking an experienced water engineering professional with strong working knowledge of civil engineering principles and practices to join the Water Engineering Division.  The  must be proactive, motivated, and responsive, and have the ability to prioritize projects and work independently as part of the Water Engineering team.
Candidates must possess at least four years of responsible water-related civil engineering experience, including one year of administrative and/or lead supervisory experience supplemented by a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.  Candidates that possess additional years of responsible experience is desired.
The Water Resources Engineer will supervise, assign, review, and participate in the work of staff responsible for providing civil water engineering services, which includes the planning, development and oversight of APU’s annual water supply plan, water resources planning and reporting, review and evaluation of water resources standards and regulations, and review of regional water agency reports, budgets and studies. The Water Resources Engineer will assist in the development of and maintenance of assigned budgets, ensure the performance of contracts and consultants, supervise and mentor employees, and coordinate assigned activities with other divisions, departments, and outside agencies. Ideal candidates will possess experience with water resources reporting and water supply planning from a public water utilities agency and/or a private firm that works with water utilities agencies.   Duties of this position may include, but not be limited to, the following:

  • Oversee long- and short-term planning, water demand and supply forecasting, analysis of impact of regional agency actions on the City’s water supply and development of water supply projects. 
  • Conducts technical analysis and assists with policy development and planning of regional water resources issues, water supply projects and implementation of water management programs.
  • Review plans, studies and reports prepared by consulting engineers and private developers to ensure compliance with applicable rules and regulations. Coordinate the review of Environmental Impact Reports and Water Supply Assessments.
  • Plan, conduct, manage, and/or oversee the development of various water resources reports including, but not limited to: Annual Water Loss Audits, Water Use Efficiency reporting, Annual Water Supply Assessments, and Urban Water Management Plan. 
  • Oversee water resources data management and reporting. Develop and update various spreadsheet for tracking and reporting water resources data.
  • Participate in water supply budget preparation and administration; prepare and submit budget recommendations; and monitor and control expenditures. Responsible for water resources reporting and processing payments for water production and payment; and review proposed budgets for regional water suppliers and evaluate impacts to City’s budget.
  • Prepare regional, state and federal grants; monitor and track application requests and approved grant programs.  Prepare agreements with other agencies as needed.
  • Participate in the evaluation and long-term planning of water system improvements to ensure adequate water is available for new or redeveloped areas of the City; perform special water system studies; review and update water rules as necessary.


Essential Functions

The following functions are typical for this classification. Establish schedules and methods for providing civil engineering services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.
Determine the scope of planning and engineering projects;; prepare requests for proposals and contracts for consulting services; review plans of consulting engineers and private contractors; make technical engineering decisions and establish technical criteria and standards.

Prepare reports and studies on current and future water resources and planning projects.
Serve as project manager on the most complex projects and oversee staff assigned less complex projects; administer project from inception to completion including planning, design, review, public meetings, bidding and construction; develop scope of work; serve as liaison to City staff, developers, engineers, consultants, the general public and external agencies on proposed development projects; develop project timelines and sets priorities; assign work tasks and oversee the services of consultant staff.
Prepare regional, state and federal grants; monitor and track application requests and approved grant programs.
Maintain records concerning operations and programs; prepare reports on operations and activities.
Participate in the selection of civil engineering staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Respond to questions and inquiries from the general public, other agencies, developers, contractors, engineering professionals, and City staff regarding engineering and development projects; investigate complaints and recommend corrective action as necessary to resolve complaints.
Coordinate activities with those of other divisions and outside agencies and organizations; provide staff assistance to assigned management staff; prepare and present staff reports and other necessary correspondence.
Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of civil engineering; incorporate new developments as appropriate into programs.
Monitor and evaluate the operation of water systems, equipment, and computer hardware and software; recommend new systems and equipment to improve water utility operations.
Participate in the acquisition of equipment and water systems; prepare specifications and purchase requisitions; evaluate proposals and prepare award recommendations.
Coordinate the acquisition of public right of ways with real property staff for water system capital improvement projects.
Plan and oversee feasibility studies and planning of water, recycled water, and decentralized wastewater treatment projects.
May act as Manager of assigned section as required.
Perform related duties as required.


Experience and Education: Four years of responsible civil engineering experience including one year of administrative and/or lead supervisory experience supplemented by a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
Knowledge of: Operations, services and activities of a civil engineering program; principles of supervision, training and performance evaluation; modern and complex principles and practices of civil engineering and design; procedures, methods, and techniques of civil engineering; practices, methods, and terminology of surveying; construction standards; principles and practices in hydrology; City engineering policies and procedures; procedures necessary in applying for regional, state and federal grants; principles of advanced mathematics and their application to engineering work; principles and practices of complex project management and administration; methods and techniques of complex contract negotiations and administration; methods, materials, and techniques used in civil engineering projects including those used in the design and construction of development projects; methods and techniques of engineering plan review and analysis; engineering maps and records; recent developments, current literature, and sources of information related to innovations and trends in civil engineering design and development; types and sources of pollutants that affect the environment and the methods to reduce or eliminate them; purpose and practices of environmental pollution programs related to the development of standards and associated legal problems and procedures involved in environmental regulation and enforcement; principles and practices of project management; basic principles and practices of budget preparation and administration; principles and procedures of record keeping; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations.
Ability to: Coordinate and direct civil engineering programs; supervise, organize, and review the work of professional and technical staff; select, train and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing civil engineering services; understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear and concise reports; participate in the preparation and administration of assigned budgets; prepare engineering computations; prepare and review engineering plans, specifications, and estimates of public works projects; administer contracts; use and care for engineering and drafting instruments and equipment; perform technical research and solve engineering problems; conduct comprehensive engineering studies and prepare reports and recommendations; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
License/Certification Required: Possession of an appropriate, valid driver’s license.
Possession of State of California registration as a Professional Civil Engineer.
